Water and Livelihoods Officer – Cash and Voucher Assistance Project

The Role

CARE in Timor-Leste is currently seeking a Water and Livelihoods Officer who is responsible for leading the implementation of livelihoods and community resilience activities in Viqueque Municipality.

The position will support vulnerable households affected by rising fuel prices through seed distribution, climate-smart agriculture awareness, water management promotion, and community engagement activities. The Officer will work closely with government counterparts, community leaders, women's representatives and targeted households to ensure activities are delivered effectively, inclusively and in accordance with CARE's quality standards.

  • Location: Viqueque, Timor-Leste
  • Reports to: Project Manager – Cash and Voucher Assistance & Early Action Fund
  • Position type: Fixed-Term, Full-Time
  • Contract duration: Five (5) months, with the possibility of extension subject to performance and unit/project requirements
  • Start date: August 2026

Selection Criteria

  • Bachelor's degree in agriculture, Rural Development, Community Development, Environmental Science, Natural Resource Management or another relevant field
  • Minimum two years of experience implementing livelihoods, agriculture, food security, resilience or community development projects
  • Experience working with rural communities and local government authorities
  • Experience facilitating community meetings, training sessions and awareness activities
  • Experience supporting beneficiary targeting, community consultations and field monitoring
  • Understanding of climate-smart agriculture and community resilience approaches
  • Strong facilitation and community engagement skills
  • Strong coordination and relationship management skills
  • Good computer skills, including Microsoft Word, Excel and Outlook
  • Experience using digital data collection tools is an advantage
  • Fluency in Tetum
  • Good written and spoken English
