WASH Officer – Nutrition Oriented Uplift for Rural Integrated School and Household Project

The Role

The WASH Officer will support the implementation of WASH activities under the ANCP project, ensuring effective delivery of water supply, sanitation, and hygiene promotion interventions at community and facility level. This role contributes to improving access to safe water, sanitation, and hygiene services in areas facing severe shortages and public health risks.

The role holder will closely work with the respective government offices, hygiene and sanitation directorate in the municipality level, and should quarterly assess and report on the health facility WASH coverages, communal and institutional latrine coverage and overall latrine coverage and functionality at the respective communities. This role will also assess water quality monitoring tests with integration of government office water quality teams to ensure clean drinking water at the household level.

Selection Criteria

  • Bachelor's degree in environmental health, Public Health, WASH, Civil/Water Engineering, Environmental Science, Nutrition-sensitive Development, or related field.
  • Minimum 2 years of experience implementing WASH programmes, preferably those linked to nutrition, schools, or community health in rural or remote contexts.
  • Practical experience supporting school WASH, community water supply systems, sanitation facilities, and hygiene promotion activities.
  • Experience integrating WASH with nutrition, health, or education interventions, including hygiene behavior change for children, caregivers, and schools.
  • Experience working with schools, communities, Water Management Groups (GMF), Community Health Volunteers (VSK), and municipal health/WASH authorities.
  • Experience facilitating hygiene promotion, handwashing, food hygiene, menstrual hygiene management (MHM), and community awareness sessions.
  • Basic understanding of water quality testing, sanitation standards, and operation and maintenance (O&M) of WASH facilities.
  • Experience in field monitoring, data collection, and reporting, including support to baseline and routine monitoring activities.
  • Strong community facilitation and communication skills, with demonstrated ability to engage women, children, people with disabilities, and vulnerable households.
  • Ability to work independently in field-based settings and coordinate effectively with project teams and partners.
  • Good computer skills, including Microsoft Word, Excel, and Outlook.
  • Fluency in Tetum; ability to communicate effectively with communities.
  • Working knowledge of spoken and written English.

Position Details

  • Location: Dili, Timor-Leste
  • Reports to: Project Manager – Cash and Voucher Assistance & Early & Action Fund
  • Position type: Fixed-Term, Full-Time
  • Contract duration: 12 months, with the possibility of extension subject to performance and unit/project requirements
