The Role
CARE in Timor-Leste is currently seeking a Senior Project Officer who is responsible for leading the planning, implementation, monitoring, and reporting of nutrition interventions within the project. They will ensure technical quality, effective coordination with stakeholders, and capacity building of field teams to achieve project objectives in line with donor requirements and national nutrition strategies.
Key Responsibilities
- Lead day-to-day implementation of nutrition activities in the target municipalities and communities
- Develop detailed work plans, supervise field staff, and ensure timely delivery of outputs
- Ensure interventions are culturally appropriate and aligned with national nutrition guidelines
- Strengthening the adolescent and maternal nutrition programme in the ANCP project
- Facilitate agenda development, documentation, and follow-up actions
- Provide technical guidance to Nutrition Officers and community facilitators
- Adapt best practices to the local contexts
- Support integration of nutrition into broader health, WASH, and food security programs
- Oversee data collection, analysis, and reporting of nutrition indicators
- Ensure compliance with donor requirements and organizational standards
- Prepare monthly, quarterly, and annual reports with evidence-based recommendations
- Track and monitor the progress of each programme component and adjust as necessary to ensure the successful implementation of the programme
- Train and mentor project staff and community facilitators
- Develop participatory training materials and facilitate workshops
- Strengthening local ownership and sustainability of nutrition interventions
- Liaise with government counterparts, NGOs, UN agencies, and community leaders
- Representing the project in nutrition meetings and technical working groups assigned by project manager
- Support advocacy for improved nutrition policies and practices
Additional Responsibilities
- Promote a safe and secure working environment and ensure compliance with CARE's safety and security policies
- Demonstrate commitment to gender equality, women's empowerment, and CARE's values, including respect for ethnic and cultural diversity
- Uphold CARE's Child Safeguarding Policy and Code of Conduct
- Actively participate in working groups related to gender and Monitoring Evaluation and Learning, and lead initiatives aligned with the Gender Program Quality unit's priorities
Qualifications
- Bachelor's degree in nutrition, Public Health, Dietetics, or related field
- Minimum 5 years of progressive experience in nutrition programming, with at least 2 years in a supervisory role
- Strong knowledge of nutrition and community-based nutrition approaches
- Experience working with NGOs, UN agencies, or government health programs
- Proven skills in project management, reporting, and donor compliance
- Excellent communication, facilitation, and stakeholder engagement skills
- Fluency in English; knowledge of Tetum or Portuguese is an asset
- Strategic thinking and problem-solving
- Strong leadership and team management
- Ability to work under pressure and in challenging field conditions
- Commitment to humanitarian principles and community empowerment
Position Details
- Location: Dili, Timor-Leste
- Reports to: Project Manager – ANCP and NOURISH
- Position type: Fixed-Term, Full-Time
- Contract period: 12 months, with the possibility of extension subject to performance and unit/project requirements
- Start date: July 2026
