Senior IT Officer

The Role

The Senior IT Officer ensures the effective and secure operation of IT systems across CARE Timor-Leste's country and field offices. This role is responsible for managing local infrastructure, hardware and software, cybersecurity controls, digital communications platforms, and responsive user support to enhance operational efficiency.

A key aspect of this role is close collaboration with CARE Australia's central IT team, as well as peer IT staff in other member offices including Vanuatu and Papua New Guinea. The role supports alignment with shared technology standards, consistent support practices, and coordinated cybersecurity incident response.

The position also provides strategic oversight of CARE in Timor-Leste's website content and social media platform management in coordination with the communications team, ensuring secure, accurate and impactful digital engagement.

  • Contract duration: One (1) year, with the possibility of extension subject to performance and project requirements

Selection Criteria - Essential

  • Bachelor's degree in information technology, Computer Science, or related discipline
  • Minimum 5 years' IT management preferably experience working in international organizations, NGOs, or multicultural environments
  • Expertise in:
    • Windows Server environments, virtualization, and network architecture
    • Microsoft 365, SharePoint, and cloud platforms (Azure/Google)
    • Cybersecurity frameworks (NIST CSF, Essential 8) and threat management
  • Fluency in Tetun and English (written/spoken)
  • Proven ability to troubleshoot complex technical issues independently
  • Willingness to undertake frequent field travel
  • Strong communication and interpersonal skills, with the ability to explain technical concepts to non-technical staff
  • Ability to work independently and as part of a team in a fast-paced environment
  • Familiarity with cybersecurity, data protection regulations (e.g., GDPR) and ethical IT practices

Selection Criteria - Desirable

  • Certifications: CompTIA Network+, Microsoft Certified Solutions Expert (MCSE), or equivalent
  • Experience in multi-site facility management
  • Experience working with international stakeholders
