Senior IT Officer

The Role

The Senior IT Officer leads the effective, secure, reliable, and cost-efficient delivery of information technology services across CARE in Timor-Leste. The role combines hands-on technical support with strategic leadership in IT infrastructure, cybersecurity, data protection, digital collaboration, business continuity, information management, and the responsible adoption of artificial intelligence (AI).

The position ensures that technology systems, services, and investments effectively support program delivery, operational needs and CARE's strategic priorities while complying with CARE standards, policies, and risk controls. The role also leads continuous improvements of IT services, automation, strengthens staff digital and AI capabilities, and promotes secure, responsible, and effective use of emerging technologies.

The Senior IT Officer works closely with CARE Australia's IT team and peer IT colleagues across member offices to align local practices with global standards, coordinate technical and security incident response, support organizational resilience, and identify and implement approved technology innovations that deliver measurable value to CARE.

  • Position type: Fixed-Term, Full-Time
  • Contract duration: One (1) year, with possibility of extension subject to performance and organization requirements
  • Start date: November 2026

Essential Qualifications

  • Bachelor's degree in information technology, Computer Science, or related discipline
  • Minimum 5 years' IT management preferably experience working in international organizations, NGOs, or multicultural environments
  • Expertise in:
    • Windows Server environments, virtualization, and network architecture
    • Microsoft 365, SharePoint, and cloud platforms (Azure/Google)
    • Cybersecurity frameworks (NIST CSF, Essential 8) and threat management
  • Fluency in Tetun and English (written/spoken)
  • Proven ability to troubleshoot complex technical issues independently
  • Willingness to undertake frequent field travel
  • Strong communication and interpersonal skills, with the ability to explain technical concepts to non-technical staff
  • Ability to work independently and as part of a team in a fast-paced environment
  • Familiarity with cybersecurity, data protection regulations (e.g., GDPR) and ethical IT practices

Desirable Qualifications

  • Certifications: CompTIA Network+, Microsoft Certified Solutions Expert (MCSE), or equivalent
  • Experience in multi-site facility management
  • Experience working with international stakeholders
