Senior Finance Officer – TLAus4Resilience Project

The Role

The Senior Finance Officer is responsible for ensuring effective financial management, donor compliance, and internal controls for the DFAT-funded TLAus4Resilience Project. The role supports accurate budgeting, financial reporting, expenditure tracking, and audit readiness while ensuring alignment with CARE policies and DFAT requirements.

The incumbent plays a key role in supporting program delivery across multi-partner implementation (CARE, WVTL, and CSOs) and ensuring efficient use of project resources to achieve water security and climate resilience outcomes.

Selection Criteria

  • Minimum bachelor's degree in finance, Accounting, Business Administration, or related field
  • 3 years or more of professional experience in the relevant area, including but not limited to financial accounting, monitoring and reporting, budget planning, processing of transactions, use of financial management systems, audit
  • Proven experience in handling projects' finance and administration management and multi-partner projects
  • Demonstrated analytical and organizational skills, ability to identify issues and formulate options/recommendations
  • Demonstrated strong problem solving, planning, analytical and influencing skills
  • Excellent written and verbal skills in Tetum and good English skills
  • Proficiency in accounting software
  • Strong attention to detail and accuracy, ability to manage multiple tasks and deadlines
  • Good communication and coordination and stakeholder skills

  • Reports to: Project Manager – TLAus4Resilience Project
  • Position type: Fixed-Term, Full-Time
  • Start date: 15 June 2026
