Project Manager – ANCP and Nutrition Oriented Uplift for Rural Integrated School and Household Project

The Role

CARE in Timor-Leste is currently seeking a Project Manager, who is responsible for overseeing the effective implementation of both ANCP and NOURISH project, ensuring they are delivered on time, on budget, and in line with donor requirements and CARE International standards.

Key Responsibilities

  • Provide leadership, overall management and day-to-day coordination of both ANCP and NOURISH Project to ensure the projects meet high standards of quality, compliance, and reporting, in line with the Project Proposal and budget to achieve its intended outcomes.
  • Provide supervision to the team: Senior Gender and Safeguarding Officer, Senior Partnership and Advocacy Officer, Senior Sexual Reproductive and Maternal Health Officer, Senior Project Officers, WASH Officer, Nutrition Officer, Senior Monitoring Evaluation Learning Officer and Finance Officer.
  • Maintain strong relationships with local stakeholders, relevant government ministries, local and international NGOs, and other development agencies at the national level.
  • Lead the monthly coordination meetings with local partners to track the activity workplan, ensure adaptive management, full compliance and timely and accurate reporting.
  • Oversee the effective execution of project activities by local partners, including planning, monitoring, evaluation, and budget management.
  • Manage project finances by developing detailed work plans and budgets, monitoring expenditures, and identifying and mitigating financial risks.
  • Organize and document regular project meetings to track progress, share information, and complete reporting requirements in coordination with the CARE TL and CARE Australia team.
  • Ensure the ongoing capacity building and learning opportunities for local partners.
  • Develop and regularly update the Project PHSEA Risk Matrix with CA support.
  • Lead negotiations and develop Memorandums of Understanding (MoUs) with local partners, including conducting Partners Capacity Assessments, due diligence, and creating capacity development plans.
  • Maintain strong relationships with local partners to ensure they meet their contractual obligations.
  • Collaborate with the Monitoring, Evaluation, and Learning specialist to implement the Monitoring Evaluation Learning plan, oversee data collection (including disability-disaggregated data), and facilitate reflection workshops and learning briefs.
  • Maintain consistent communication with the CA team and other key stakeholders.

Additional Responsibilities

  • Promote a safe and secure working environment and ensure compliance with CARE's safety and security policies.
  • Demonstrate commitment to gender equality, women's empowerment, and CARE's values, including respect for ethnic and cultural diversity.
  • Uphold CARE's Child Safeguarding Policy and Code of Conduct.
  • Actively participate in working groups related to gender and Monitoring Evaluation and Learning, and lead initiatives aligned with the Gender Program Quality unit's priorities.
  • Provide administrative and logistical support to the team as needed.

Selection Criteria

  • University degree in public health, gender and development, social sciences, international development, project management, or a related field.
  • At least five years of experience managing development projects, preferably in health, Sexual Reproductive and Maternal Health and Rights, gender equality, social norms change, community development, or locally led programming within international development organizations.
  • Strong knowledge of project cycle management and donor compliance.
  • Strong partnership management, gender transformation concept, and safeguarding.
  • Proven experience in building the capacity of staff and partners, with strong leadership and coaching skills.
  • Excellent communication, negotiation, and networking skills, with experience engaging government, civil society, and other stakeholders.
  • Ability to work independently in a dynamic, diverse, and fast-paced team environment.
  • Fluency in English (written and spoken)

Position Details

  • Location: Dili, Timor-Leste
  • Reports to: Program Director
  • Position type: Fixed-Term, Full-Time
  • Contract duration: 12 months, with possibility of extension subject to performance and unit/project requirements
  • Start date: July 2026
