Partnership & Business Development Specialist

The Role

CARE in Timor-Leste is currently seeking a Partnership and Business Development Specialist, who is responsible to support the Program Director in driving organizational growth by expanding strategic partnerships and business opportunities. The role focuses on resource mobilization and facilitating collaborations that align with the organization's mission and goals.

This position is responsible for the phases of Project Identification, Design and Contracting in CARE Program Management Guidelines (PMG).

Key Responsibilities

Pipeline Tracking and Donor Engagement

  • Maintain and update a funding pipeline of CARE in Timor-Leste
  • Scan donor databases, forecasts, and calls for proposals and share updates with country office leadership
  • Organize and participate in donor meetings, briefings, and visits
  • Track donor trends and funding priorities relevant to the organization's thematic areas
  • Support the Country Director and Program Director in managing the Resource Mobilisation Working Group

Proposal Development and Coordination

  • Coordinate CARE business development process from opportunity identification until the contracting
  • Coordinate the project Go/No GO, assessment, design and budgeting process
  • Coordinate the TOR, deliverables and payment of the consultants/proposal writers during the proposal development
  • Ensure high quality and timely submission of proposals in line with donor requirements
  • Respond to donors' review and queries until contract signing

Partnership Building and Management

  • Identify and establish strategic partnerships with local CSOs, INGOs, private sector actors, and academic institutions
  • In coordination with GPQ Senior Manager, lead the screening, due diligence, and capacity assessment process for partners
  • Draft and manage MoUs with government and key stakeholders, teaming agreements, and partnership frameworks

Selection Criteria

  • Bachelor's degree in international development, project management, or related field (master's degree is preferred)
  • At least 8 years of experience in proposal development coordination and management
  • Strong knowledge and skills of project cycle management, donor's contractual processes and compliance
  • Excellent fluency in English and Tetum (written and spoken)
  • Excellent communication skills and donor representation skills
  • Excellent time management and teamwork
