Office Layout and Design Consultant

Background Information

CARE is an international development and humanitarian organisation that has been working in Timor-Leste since 1994. With programmes that extend across all parts of the country, CARE works with partners to save lives, defeat poverty, and achieve social justice.

CARE works with remote, rural communities and civil society partners to combat gender inequality, as this has been shown to be one of the most effective ways to create sustainable development outcomes.

Ensuring well-being and a voice for women and girls in rural, disadvantaged areas is at the heart of CARE's work. This is achieved in four priority areas of Education, Women's Economic Empowerment, Health, and promoting Women's Voice in society through development and humanitarian programmes.

CARE in Timor Leste has recently moved into a new office in Dili located at Rua Travessa Hali Mesak, Fomento Comoro in February 2026. To enhance efficiency, staff comfort, and workflow, CARE seeks a consultant/firm to review and optimize the current office layout and design.

Objective

The objective of this assignment is to:

  • Assess the functionality of the current office layout based on actual usage
  • Identify gaps, inefficiencies, and design challenges
  • Propose practical and cost-effective design layouts based on CARE's needs that:
    • Optimizes workspace utilization, collaboration, communication and staff productivity
    • Can be easily modified to accommodate growth, technological changes, or new ways of working
    • Balance quality and budget, minimizing unnecessary expenses while maximizing value
    • Enhance comfort, health and safety, and accessibility

Consultant Qualifications

  • Degree in Interior Design, Architecture, or related field
  • Experience in office layout optimization, workspace planning or design using latest technology and tools
  • Proven ability to provide practical, cost-effective solutions
  • Strong portfolio of similar assignments
  • Good understanding of ergonomic and workplace standards
