This is achieved in four priority areas of Education, Women's Economic Empowerment, Health, and promoting Women's Voice in society through the development and humanitarian programmes.

About the Role

CARE in Timor-Leste manages multiple donor-funded projects that require strict adherence to donor and grant compliance requirements. To strengthen support to the Project Managers, CARE seeks a consultant to provide targeted support in grant compliance, budget monitoring, action follow-up, and project reporting quality and timeliness.

This consultancy will contribute to improved compliance, reduced risk, and strengthened internal systems.

Key Responsibilities

Grant and Donor Compliance

  • Provide guidance to Project Managers on donor rules, regulations, and reporting obligations
  • Identify potential compliance risks and propose mitigation measures
  • Support follow-up on donor queries and compliance-related communications
  • Provide on-the-job support and practical guidance to Project Managers as required
  • Escalate unresolved or high-risk issues to the Program Director

Budget Monitoring and Financial Compliance

  • Work with Project Managers and the Finance Team to review budget expenditure against approved budgets, monitor burn rates and budget variances and flag risks in a timely manner
  • Support Project Managers in preparing donor justifications or explanations related to budget performance
  • Follow up on corrective actions related to budget compliance

Project and Donor Reporting

  • Review draft donor and internal project reports for compliance with donor templates and requirements, accuracy, clarity, and consistency with approved workplans and budgets
  • Provide written feedback to Project Managers to improve report quality
  • Support monitoring of internal reporting timelines to ensure on-time submissions

Qualifications

  • Bachelor's degree in international development, project management, or related field (master's degree is preferred)
  • At least 10 years of proven experience in grant management and donor compliance, preferably in an NGO or development context
  • Demonstrated experience supporting Project Managers and program teams
  • Strong understanding of budget monitoring and financial compliance
  • Experience working with multiple donors and reporting requirements
  • Strong analytical, organizational, and follow-up skills
  • Excellent written and verbal communication skills

  • Reports to: Program Director, and work in close coordination with Project Managers, the Finance and Operations Team, Gender and Program Quality Unit
