About CARE

CARE is an international development and humanitarian organization that has been working in Timor-Leste since 1994. With programs that extend across all parts of the country, CARE works with partners to save lives, defeat poverty, and achieve social justice.

CARE works with remote, rural communities and civil society partners to combat gender inequality, as this has been shown to be one of the most effective ways to create sustainable development outcomes.

Ensuring the well-being and a voice for women and girls in rural, disadvantaged areas is at the heart of CARE's work. This is achieved in four priority areas of Education, Women's Economic Empowerment, Health, and promoting Women's Voice in society through the development and humanitarian programmes.

About the Project

Timor-Leste has participated in the Pacific Australia Labour Mobility (PALM) scheme since 2012, enabling workers to access temporary employment in Australia's agricultural, horticultural, hospitality, meat processing and aged care sectors.

In 2025, the Pacific Labour Mobility Support Program (PLMSP), the Secretary of State for Vocational Training and Employment (SEFOPE), and CARE launched the Worker and Family Support Project to strengthen the PALM scheme by helping Work Ready Pool candidates and their families to:

  • prepare for overseas employment
  • navigate long-distance family separation
  • reintegrate successfully upon return

CARE facilitates family preparation sessions and community engagement to strengthen household resilience, promote equitable caregiving, improve financial planning, and support healthy family relationships.

Purpose of Request for Proposal

CARE seeks to engage a reputable and experienced videography consultant (individual or team) to produce high‑quality video content that documents project activities, captures beneficiary stories, and supports stakeholder engagement and communications.

Photography will be included as a secondary deliverable, with a primary focus on video production.

The content produced will be used across CARE and project partner communication platforms, including:

  • project reports and presentations
  • donor communications
  • CARE's website and social media
  • national and international CARE offices
  • external publications
  • government counterparts
  • media (subject to approval)

Work will be conducted on an as‑needed basis during key project activities.

Qualifications

The consultant/team must have:

  • Minimum 5 years professional video production experience
  • Proven track record in documentary-style and human-interest storytelling
  • Experience working with NGOs, development partners, or social sector projects
  • Ability to sensitively capture stories involving migration, gender, and community development
  • Ability to travel to listed municipalities
  • High-quality videography & photography equipment
  • Experience producing content for social media and donor audiences
  • Ability to comply with CARE safeguarding policies (Child Protection, PSEA)
  • Ability to collaborate with CARE Communications and PALM Project teams
  • A portfolio of previous video work (mandatory)
