Consultant - Baseline and GEDSI Assessment

Background

CARE is an international development and humanitarian organization that has been working in Timor-Leste since 1994. The KAMAAN project seeks to improve nutrition, health, and economic resilience in Atsabe by addressing the specific needs of women, children, adolescents, and persons with disabilities.

Purpose

To conduct baseline and gender equality, disability and social inclusion (GEDSI) assessment to inform targeted interventions and enable measurement of progress. The assessment will include:
  • Establishing baseline values for key project indicators as outlined in the MEL framework
  • Examining gender and power dynamics within households, communities, and institutions in target areas
  • Analysing how intersecting factors (age, disability, ethnicity, class) shape vulnerabilities and opportunities
  • Providing actionable recommendations for programming and GEDSI

Required Experience & Skills

  • Research skills including design, coordination, data collection, analysis, and reporting
  • Experience in leading baseline, midline, endline, or GEDSI assessments
  • Experience working in gender equality and disability inclusion
  • Experience related to nutrition, health, or livelihoods in the Timor-Leste context
  • Ability to write high-quality, clear, concise reports in English, and Tetum language skills
