About CARE

CARE is an international development and humanitarian organization that has been working in Timor-Leste since 1994. With programs that extend across all parts of the country, CARE works with partners to save lives, defeat poverty, and achieve social justice.

CARE works with remote, rural communities and civil society partners to combat gender inequality, as this has been shown to be one of the most effective ways to create sustainable development outcomes.

Ensuring the well-being and a voice for women and girls in rural, disadvantaged areas is at the heart of CARE's work. This is achieved in four priority areas of Education, Women's Economic Empowerment, Health, and promoting Women's Voice in society through the development and humanitarian programs.

About the Project

Timor-Leste has been participating in the Pacific Australia Labour Mobility (PALM) scheme since 2012, enabling its citizens to work temporarily in Australia's agricultural and horticultural sectors.

In 2025, the Pacific Labour Mobility Support Program (PLMSP) and Timor-Leste's Secretary of State for Vocational Training and Employment (SEFOPE), together with CARE, launched the Worker and Family Support Project to strengthen the PALM scheme by empowering Work Pool Ready workers, their families, and communities, better prepare for overseas employment and successfully reintegrate in Timor-Leste upon their return. CARE is delivering family preparation sessions at the municipal level and developed a reintegration toolkit.

Through these group sessions, the project aims to:

  • Improve the knowledge and readiness of PALM workers and their families
  • Strengthening family and community awareness of supportive behaviour around seasonal labour mobility
  • Develop and test a Reintegration Toolkit with a pilot group of returning workers and their family members

CARE's approach is designed to strengthen resilience at both the household and community levels. Interventions focus on helping families manage long-distance separation, share caregiving responsibilities more equitably, maintaining strong family relationships, and improve long-term financial planning to ensure that labour mobility contributes to lasting development outcomes and sustainable reintegration.

Purpose of Request for Proposal

The purpose of the endline evaluation is to assess the performance of the Worker and Family Support Project and generate evidence to inform future programming. Specifically the evaluation will:

  • Assess the effectiveness and relevance of Worker and Family Preparedness and VSLA sessions in improving readiness for labour mobility
  • Examine the appropriateness and early utility of the Reintegration Toolkit (as a pilot product)
  • Identify key lessons learned, good practices, and areas for improvement
  • Ensure that women's and men's perspectives are captured and reflected in the evaluation findings
  • Generate practical recommendations to inform potential future programming

This evaluation will focus on assessing project performance against the agreed MEL framework, including the effectiveness, relevance, and equity of key project interventions delivered within the evaluation period. Given the available budget, timeframe, and implementation changes, the scope does not include a comparison group of non-participants, a formal assessment of longer-term outcomes after workers' departure or return, or a detailed review of coordination and partnership processes with government and external stakeholders. The review of the Reintegration Toolkit is intended as an early internal learning exercise based on the pilot session and available documentation, rather than an assessment of long-term reintegration outcomes.

Key Responsibilities

The Consultant will be responsible for:

  • Evaluation skills including design, coordination, data collection, analysis, and reporting
  • Leading baseline, midline, or endline evaluations
  • Working in gender equality and disability inclusion (clear understanding of the key dynamics relating to gender, disability, social inclusion, and power)
  • Working on livelihoods or labour mobility in the Timor-Leste context
  • Writing high-quality, clear, concise reports in English, and Tetum language skills

Qualifications

  • Evaluation skills including design, coordination, data collection, analysis, and reporting
  • Experience in leading baseline, midline, or endline evaluations
  • Experience working in gender equality and disability inclusion (clear understanding of the key dynamics relating to gender, disability, social inclusion, and power)
  • Experience related to livelihoods or labour mobility in the Timor-Leste context
  • Ability to write high-quality, clear, concise reports in English, and Tetum language skills

Submission Requirements

The consultant is to submit:

  • Cover letter outlining interest and confirmation of availability
  • Curriculum Vitae (CV) for consultants and enumerator/enumerators
  • Minimum of two samples of previous work
  • Technical: 1-2 pages outlining the proposed methodology, timeline, roles and responsibilities of team members
  • Financial Proposal: inclusive of all costs, including daily rates, accommodation, travel, fuel, communications and any other associated expenses. No additional costs will be covered by CARE beyond the approved financial proposal
