About the Consultancy
The Australian Humanitarian Partnership (AHP) Anticipatory Action Trial Project is implemented by CARE in Timor-Leste in partnership with Fundasaun Knua Haberan Comunidade (F-KHC). The project aims to empower vulnerable communities, reduce disaster risk and strengthen resilience by supporting locally led action before the impacts of a disaster are fully experienced.

The approach prioritizes community engagement, locally led decision-making, early warning systems and tailored anticipatory actions. It supports vulnerable community members to develop the knowledge, skills and resources needed to act ahead of a disaster. This includes strengthening early warning information through a combination of scientific monitoring, community observations and traditional knowledge, and ensuring that warning information and preparedness actions are understood at community level.

By strengthening early warning, preparedness and community ownership, the project is intended to help save lives, protect livelihoods and support more sustainable, locally led disaster risk management. The project has three End-of-Program Outcomes:

• EoPO 1: Affected communities are more resilient to disasters.
• EoPO 2: The most vulnerable members of affected communities have improved social and economic outcomes.
• EoPO 3: The use of local knowledge and resources promotes greater community ownership and sustainability.

The Anticipatory Action Trial Project has been implemented in two aldeias (sub-villages) in Viqueque Municipality. The project uses a two-phase trigger mechanism for flooding: Readiness and Activation. When pre-agreed triggers are met, the project releases funding upon receiving approval from Donor (AHPSU) and mobilises pre-positioned items to implement anticipatory actions before the expected flood reaches its greatest impact.

Objective of the Consultancy

To independently evaluate the AHP Anticipatory Action Trial Project following the May 2026 activation in Aldeia Uma Boot, Suco Luca, assessing the relevance, effectiveness, inclusiveness, coordination, and sustainability of the project across the entire implementation cycle from preparedness and readiness to activation and post-activation learning.

The evaluation will examine the performance of the trigger mechanism and activation process, assess recipient experiences and outcomes, ensure safeguarding and inclusion considerations were effectively applied, and generate practical recommendations to strengthen future Anticipatory Action programming in Timor-Leste.

Required Qualifications

The consultant should have:

• Evaluation skills including design, coordination, data collection, analysis, and reporting.
• Experience in leading baseline, midline, or endline evaluations.
• Experience in evaluating disaster risk reduction projects. Previous experience with projects in Anticipatory Action or Early Action protocols highly desirable
• Ability to write high-quality, clear, concise reports in English and communicate findings clearly to technical and non-technical audiences.
• Understanding of gender equality, disability and social inclusion and safeguarding in humanitarian contexts.
• Knowledge of Timor-Leste and Tetum language skills, or access to appropriate interpretation support.

5. Financial Proposal: inclusive of all costs, including daily rates, accommodation, communications and any other associated expenses. CARE will provide a vehicle, driver and fuel for 5 days data collection. No additional costs will be covered by CARE beyond the approved financial proposal.
