In order to stabilize agricultural activities in Administrative Post Atsabe and to improve the livelihood conditions in the region in the long-term, the project targets 12 farmer groups (291 members in total: 147 women and 144 men) with an average of 15 to 20 members per farmer group in 12 villages (Aldeia) in the district where the access to agriculture water is very limited. The project aims to achieve the following two outcomes:
1) The development of agricultural water facilities provides water that is essential for agricultural activities.
Specifically, a series of development processes from conservation of water sources, drawing water from the water sources to the farmer group's communal farmland, and installation of drip irrigation facilities will be carried out with the participation of local residents to improve agricultural activities, especially the environment for vegetable cultivation.
2) The capacity of community stakeholders, including farmer groups, will be strengthened to ensure that the installed agricultural water facilities can be properly maintained and managed over a long time.
Specifically, facility management committees will be established, and repair and maintenance training and regular meetings will be held for the members of the committees. Through these activities, a quota system will be adopted, in which 50% of the committee members will be women, in order to promote changes in the awareness and behavior of those involved in the project regarding gender equality, and to develop women's leadership.
<Target 12 villages and 12 farmer groups
The target farmer groups for this project were selected from the 30 farmer groups (22 villages in 4 villages) that had already been formed in the previous project "Livelihood Improvement Project in Rural Areas of Assabe District. This is because, in order to use agricultural water facilities properly and effectively, it is essential that the farmers on the user side already have a certain level of agricultural technology and knowledge.

For this evaluation study, consultant(s) with the following skills and qualities are required:
● Demonstrated technical expertise in agriculture, agribusiness, community development, or similar relevant field
● Previous experience of having conducted monitoring, and evaluation including designing the methodology and creating the tools
● Good understanding of gender equality issues and women’s economic empowerment
● Contextual knowledge of Timor-Leste (preferred)
● Strong research and analytical skills
● Strong project and time management skills
● Excellent ability to communicate with stakeholders including staff
● An orientation towards collaboration
● Strong writing skills in English
● Tetun speaking skills a strong advantage
