Community Score Card Lead – AtPro Project

The Role

The Community Score Card Lead will be responsible for building community capacity to respond to gaps in government service delivery and advocate for improved health services, disaster prevention, prevention of violence against girls and women and reduce student dropouts in their communities using CARE's Community Score Card (CSC). The CSC is a community-driven accountability process that brings together community members, service providers, and local government to identify and address barriers to support improving government services in the local community.

The CSC lead will plan, implement, and observe program activities using CARE's CSC approach, including explaining the approach to local leaders, relevant government service providers such as the Suco Disaster Prevention Committee (if any), Post Administration, Social Services and Referral Network Directorate and parents to strengthen partnerships and collaboration with all entities to carry out their duties according to the action plans that have been developed.

This role requires people who can establish positive working relationships with people, strong communication and facilitation skills, understanding of health, gender and social inclusion, with an ability to bring people of diverse backgrounds together for a common purpose. This position is based in Dili, traveling regularly to rural and remote areas in Ermera and Oecusse.

Selection Criteria

  • University Bachelor in Community Development, Sociology or equivalent; and a minimum of 3 years of professional experience with preference in the area of rural development, governance sector, formal education, community health, gender or other related programs. Can also have a University Diploma with more than 4 years of relevant professional experience
  • Experience with using social accountability tools, experience with the CSC approach an advantage
  • Proven facilitation, listening and training skills, and ability to promote collaboration with the Government, Local authority, CARE staff and other partners
  • Excellent understanding of participatory methodologies for community mobilization
  • Strong understanding about governance and social accountability approaches, inclusive education and transformative gender approaches are highly desired
  • Excellent communication skills in Tetum and basic to intermediate English
  • Ability to simplify key messages to relevant local language(s) to facilitate participation of diverse groups, and of rural women in particular
  • Experience in project planning, monitoring of budget and expenses and ability to write and present regular reports to management and partners as required
  • Demonstrated interpersonal skills, problem solving and an ability to bring people from diverse backgrounds to work together towards a common objective
  • A willingness to learn about CARE, gender equality and women's empowerment activities
  • Intermediate (very good) in Microsoft Office with knowledge in Microsoft Word and Excel
