Cash and Voucher Specialist

The Role

The CVA Specialist leads the design, implementation, and monitoring of cash and voucher assistance programs to support disaster‑affected and vulnerable communities. The role ensures that interventions are effective, accountable, and aligned with humanitarian standards while strengthening local markets and promoting dignity of choice for beneficiaries.

The position involves overseeing the effective implementation of the project, ensuring they are delivered on time, on budget, and in line with donor requirements and CARE International standards.

  • Location: Viqueque, Timor-Leste
  • Reports to: Project Manager – Cash and Voucher Assistance and Early Action Fund
  • Position type: Fixed-Term, Full-Time
  • Contract duration: 5 months, with possibility of extension subject to performance and unit/project requirements
  • Start date: August 2026

Selection Criteria

Qualifications and Experience

  • Advanced degree in humanitarian studies, economics, social sciences, or related field
  • Minimum 5 years' experience in humanitarian or development programming, with at least 2 years in Cash and Voucher Assistance
  • Strong knowledge of market‑based programming, financial inclusion, and digital payment systems
  • Proven skills in training, facilitation, and participatory approaches
  • Excellent communication, analytical, and report‑writing abilities
  • Experience working in disaster‑affected or fragile contexts preferred
