- A high level of communication and interpersonal skills that can be applied in building productive working relationships with the Government of Timor-Leste, implementing partners and other stakeholders;
- Demonstrated strong administration and program management capability including strategic planning, managing towards outcomes, financial management, risk management and monitoring and evaluation;
- Demonstrated knowledge and experience of humanitarian response, disaster risk reduction, NGOs, and management challenges in Timor-Leste.
- The ability to work with limited supervision and as part of a team;
- Personal initiative, good judgement and responsiveness.
Applicants should also have the following qualifications and/or experience.
- Knowledge of aid management and development policy.
- Qualifications in a relevant field would be an advantage.
- Understanding of the Gender Equality, Disability and Social inclusion (GEDSI) space.
- Demonstrated competence with Microsoft Office computer applications.
- Excellent written and spoken English and Tetum.
The salary for this position is USD$16,608 per annum for 37.50 working hours per week. This figure excludes 13-month salary.
About the Position:
Under general direction of the First Secretary, Human Development, the Program Coordinator manages DFAT’s investment portfolio in humanitarian response, disaster risk reduction and the Australian NGO Cooperation Program (ANCP). The position will require regular travel to target municipalities.
The key responsibilities for this position include, but are not limited to:
- Build and maintain strong working relationships with a range of internal and external stakeholders including the Government of Timor-Leste, civil society, and other relevant stakeholders.
- Produce a range of written materials and policy advice including briefing, correspondence, proposals, presentations, speeches and minutes to inform activity progress, emerging issues and key risks in the Human Development portfolio.
- Manage and coordinate processes for development program design, performance management, monitoring and evaluation, financial and contract management under direction.
- Provide sound advice and support on implementing the Australian Embassy’s Humanitarian and Disaster Risk Reduction programs policy and response. This includes working with staff from across the embassy and implementing partners to support disaster resilience in Australia’s aid program in Timor-Leste.
- Support implementation of the community disaster resilience program and coordinate with the Civil Protection Authority and National Disaster Risk Management Directorate.
- Provide administrative, financial and program management support in line with Australian legislative, financial and administrative frameworks and legislation.
- Research, analyse, and draft reports that provide high quality advice on program context, policy issues, risks, new activity proposals and designs.
- Support implementation of the Australian NGO Cooperation Program in Timor-Leste.
- Represent and negotiate on behalf of DFAT in relevant forums.
- Support broader program delivery in the Human Development portfolio including contributing to the design of future phases of Australia’s development assistance.
