Technical Advisor - Nabilan Program Services Pillar

Background

The Nabilan (Ending Violence Against Women and Children-EVAWC) Program began in 2014 and is now in the final stage of Phase III (2022-2026). Nabilan is an Australian aid initiative implemented by The Asia Foundation in Timor-Leste on behalf of the Government of Australia and in collaboration with the Government of Timor-Leste's Ministry for Social Solidarity and Inclusion (MSSI) and the Secretary of State for Equality (SEI). Nabilan's Phase III goal is that "Women and children in Timor-Leste enjoy gender equality and live free from violence."

Key Responsibilities

  • Review of draft SOPs to ensure that current, best practice approaches are incorporated
  • Review and input into GBV and counseling training curricula and methodologies
  • Review of the case management audit tool process
  • Review of shelter operations and practices
  • Provide advice and guidance to Services team members
  • Provide advice on child protection in VAWC response services
  • Support implementation of disability implementation plan

Requirements

  • University master's degree in social work, social science, community or international development, gender, or related field
  • Minimum 10 years experience in VAWC services response sector
  • Experience in developing and facilitating training
  • Understanding of Timor-Leste context
  • Commitment to feminist values and principles
  • Strong oral and written communication skills in English and Tetum

Deliverables

  • Inception Report and workplan
  • Monthly progress reports
  • Final report with recommendations

Duration

60 days over six months between October 2025 – March 2026
