Senior Program Officer – Prevention

About The Asia Foundation and Nabilan Program

Since 1992, The Asia Foundation (TAF) has worked in Timor-Leste with government, civil society, and private sector partners to strengthen governance, expand economic opportunities—particularly for women—and promote peace and justice.

TAF implements the Nabilan: Ending Violence Against Women and Children (EVAWC) program in partnership with the Australian Department of Foreign Affairs and Trade (DFAT). Running from 2014 to 2030, the program aims to ensure that women and children in Timor-Leste can live free from violence and enjoy gender equality.

The Senior Program Officer – Prevention supports the implementation and quality delivery of Nabilan's violence prevention programs. The role provides technical support to partners, facilitates training, strengthens learning and safeguarding practices, and helps ensure effective coordination with civil society, government, and other stakeholders.

Key Responsibilities

  • Coordinate implementation of Prevention Pillar activities and workplans.
  • Provide technical support and mentoring to partner organizations.
  • Design and facilitate gender-transformative training and workshops.
  • Support adaptation and quality assurance of prevention tools and curricula.
  • Monitor program progress, risks, and safeguarding concerns.
  • Conduct field visits and support learning, documentation, and reporting.
  • Build and maintain relationships with government and civil society partners.
  • Represent Nabilan in relevant meetings, forums, and coordination mechanisms.
  • Support budget management, compliance, and donor reporting requirements.

Selection Criteria

  • Degree in social sciences, community development, gender studies, public health, or related field.
  • At least 7 years' experience in the development sector in Timor-Leste.
  • Significant experience in VAWC prevention programming.
  • Strong understanding of gender equality and violence prevention approaches.
  • Experience facilitating training, mentoring, and capacity strengthening.
  • Proven ability to work with civil society organizations and government stakeholders.
  • Experience in monitoring, evaluation, learning, and reporting.
  • Strong communication, relationship management, and analytical skills.
  • Commitment to safeguarding, inclusion, feminist values, and non-violence.
  • Ability to manage multiple priorities and work effectively in a dynamic environment.
