About The Asia Foundation and Nabilan Program
Since 1992, The Asia Foundation (TAF) has worked in Timor-Leste with government, civil society, and private sector partners to strengthen governance, expand economic opportunities—particularly for women—and promote peace and justice.
TAF implements the Nabilan: Ending Violence Against Women and Children (EVAWC) program in partnership with the Australian Department of Foreign Affairs and Trade (DFAT). Running from 2014 to 2030, the program aims to ensure that women and children in Timor-Leste can live free from violence and enjoy gender equality.
The Senior Program Officer – Justice Sector Support supports Nabilan's work to strengthen justice sector systems and improve access to justice for survivors of violence against women and children in Timor-Leste. The role leads engagement with justice institutions and partners, provides technical input to program implementation, and supports coordination, planning, and learning.
Key Responsibilities
- Lead coordination and implementation of justice sector strengthening activities under Nabilan
- Manage day-to-day engagement with justice institutions, government counterparts, and civil society partners
- Provide technical input to program design, planning, and implementation (briefs, analyses, concept notes)
- Organise and support workshops, consultations, trainings, and stakeholder engagements
- Contribute to annual/quarterly planning, monitoring, reporting, and adaptive management
- Identify risks, issues, and opportunities and support program responses
- Maintain accurate documentation and program records for accountability and learning
- Represent the program in meetings, coordination forums, and stakeholder engagements
- Ensure compliance with TAF policies, donor requirements, and operational procedures
- Contribute to reports, briefs, talking points, and other program materials
- Support team learning, reflection, and continuous program improvement
Selection Criteria
- Bachelor's degree in law, public policy, social sciences, governance, international development, or related field
- At least 7 years' relevant experience in justice sector reform, governance, rule of law, or development programming
- Strong experience working with government, justice institutions, or civil society in Timor-Leste
- Demonstrated experience in gender equality and EVAWC programming
- Proven skills in program planning, coordination, implementation, monitoring, and reporting
- Experience producing high-quality technical outputs (briefs, reports, analyses)
- Experience facilitating workshops or multi-stakeholder processes
- Experience working in donor-funded programs, including compliance and reporting
- Strong understanding of justice systems and EVAWC issues in Timor-Leste
- Strong communication skills in Tetum and English (Portuguese an advantage)
- Strong organisational, analytical, and stakeholder engagement skills
- Commitment to gender equality, disability inclusion, safeguarding, and rights-based approaches
