Background
The Pacific Australia Labour Mobility (PALM) scheme is a strategic partnership between Pacific nations and Australia, including Timor-Leste, offering mutual benefits by addressing labour shortages in Australia while providing Timorese workers with employment opportunities. In Timor-Leste, the Department of Foreign Affairs and Trade (DFAT) supports the Pacific Labor Mobility Support Program (PLMSP), implemented by Palladium International, in partnership with the Secretariat of State for Vocational Training and Employment (SEFOPE). The Asia Foundation (TAF) is working with PLMSP to promote safe and equitable labour mobility for Timorese workers, their families and communities.
Key Responsibilities
Phase 1: Scoping (August to Sept 2025)
- Support the identification of areas of GBV need amongst Timorese PALM workers and their families
- Work with existing GBV response services on data gathering
- Identify training needs for GBV prevention and referral network training
- Identify relevant information needs of workers and their families related to GBV
- Support the mapping of counselling services in municipalities
- Build close working relationships with PLMSP and relevant stakeholders
Phase 2: Pilot Activities (October 2025 – June 2026)
- Provide support and technical guidance for GBV training delivery
- Support the facilitation of sessions with workers and families
- Support the upskilling of new project facilitators
- Lead coordination with SEFOPE at the municipal level
- Support the development of GBV and referral resources
Requirements
- Undergraduate level degree in social science, gender studies, social work, or related field
- Experience working on gender-based violence programs
- High level analytical and qualitative research skills
- Experience building relationships with government stakeholders
- Knowledge of the Timor-Leste GBV referral network
- Experience in developing interactive training materials
- Strong facilitation skills
- High level English language skills
- Ability to travel to municipalities
