Position Purpose
The HR Officer supports delivering efficient, compliant, and responsive HR services across ADRA in Timor-Leste, including recruitment, contracting, payroll coordination, staff onboarding, performance management administration, and visa processing for international staff. This role ensures accurate recordkeeping, timely communication with managers and employees, and adherence to ADRA policies and relevant labour requirements in accordance with Timor-Leste's labour law.
Key Responsibilities
Recruitment and Selection
- Lead end-to-end recruitment processes for ADRA in Timor-Leste across all units and projects.
- Ensure all required recruitment documentation is collected, verified, and filed appropriately.
- Conduct reference checks for selected candidates.
- Coordinate and facilitate staff induction and onboarding processes.
- Manage ADRA's OrangeHRM system to register and maintain staff records.
Contract Management
- Prepare employment contracts for new staff (full-time and temporary) and ensure compliance with ADRA policies and Timor-Leste labor law.
- Track employee contract status and provide timely updates to relevant line managers, including contract end dates, in line with ADRA HR guidelines.
- Maintain accurate and confidential personnel files, including contracts and related employment documents.
Salary and Benefits Administration
- Provide regular updates to Finance regarding new hires, exits, and contract amendments to support accurate and timely payroll processing.
- Ensure newly hired employees are registered with Social Security in a timely manner.
- Ensure the staff benefits are tracked and updated in the system.
- Liaise with the insurance provider and share updates related to employee benefits (e.g., Personal Accident Insurance).
- Ensure staff leave are updated in the OrangeHRM system and notify finance regarding unpaid/half paid leaves.
- Generate monthly time sheets and share with finance.
International Employee Mobilization (Visas)
- Coordinate visa processing for international employees ensuring timely submission and follow-up.
- Track visa status and renewal dates and communicate updates to visa holders and relevant managers.
- Maintain accurate documentation and files for each international staff member's visa applications and approvals.
- Support employees to process their visas, travel insurance and air-tickets for international travel.
Performance Management Administration
- Ensure annual performance appraisals are completed in accordance with ADRA policies and procedures.
- Maintain and file performance appraisal documentation accurately and confidentially.
- Support staff communications and briefings related to the performance appraisal cycle and timelines.
HR Administration
- Provide guidance to employees on the correct use of HR forms and processes.
- Support exit and clearance processes to ensure compliance with ADRA policies and proper documentation.
- Managing the ADRA's internal communication channel for all staff.
- Carry out other reasonable duties as assigned by the Country Director to support programme delivery and organizational needs.
Qualifications
- Bachelor's degree in human resource management, Business Administration, or a related field.
- Minimum of 2 years of experience in an NGO.
- Fluency in both written and spoken English and Tetum are essential.
- Good interpersonal and communication skills, sound judgment, and the ability to work collaboratively with diverse teams.
- Demonstrated proficiency with MS Office.
