World Vision is a Christian relief, development, and advocacy organization dedicated to working with children, families, and communities to overcome poverty and injustice. Inspired by Christian values, World Vision serves the world's most vulnerable people regardless of religion, race, ethnicity, or gender.
World Vision Timor‑Leste began operations in 1995 and established its national office in Dili in 1999. WVTL currently implements programs across Aileu, Baucau, Bobonaro, Covalima, and the Região Administrativa Especial Oe‑Cusse Ambeno (RAEOA).
The EARTH Project is funded by the European Union and implemented from 2025–2030 through a consortium led by World Vision Australia, World Vision Timor‑Leste, Fundação Carbon Offset Timor (FCOTI), NatureCo, and Farm Tree.
The project operates in Manatuto, Manufahi, Covalima, and RAEOA, aiming to improve food and income security through climate‑resilient agroforestry while promoting gender equality, ecosystem restoration, and increased farmer incomes. The project targets 4,000 direct and 23,200 indirect beneficiaries.
In 2026, the project will expand to establish 11 community nursery sites (6 in Covalima and 5 in RAEOA) and establish 9 horticulture gardens. WVTL intends to procure equipment and seeds for nursery establishment and management and vegetables seeds for horticulture gardens.
The objective of this ITB is to source nursery equipment, materials, and seeds required for establishing and managing community tree nurseries and horticulture gardens in 5 Administrative Posts, 10 Villages (Sucus), and 20 Sub‑Villages (Aldeias) across Covalima and RAEOA.
