Supplier - Provision of In-Kind Support for Women-Led Businesses

Background

Fundasaun Esperansa Enclave Oe-Cusse (FEEO), in partnership with World Vision Timor-Leste and with financial support from the European Union, is implementing the EU-POWER Project (Women's Economic Empowerment and Rights) in Oe-Cusse, Timor-Leste.

The project aims to strengthen women's economic empowerment by improving access to skills development, financial services, market information, and business opportunities. In particular, the EU-POWER Project supports women entrepreneurs from Savings for Transformation (S4T) groups and producer groups to increase income and ensure sustainable livelihoods.

Purpose

FEEO, in partnership with World Vision Timor-Leste, is seeking qualified suppliers/companies to provide in-kind business inputs (such as seeds, tools, equipment, and other related materials) to support approved business plans of individual women entrepreneurs in Oe-Cusse.

Scope of Work

The selected Supplier is expected to:

• Supply in-kind materials as specified in the approved Purchase Order (PO)
• Ensure all supplied items meet required quality standards and are in good condition
• Deliver all goods to the designated distribution locations in Oe-Cusse within the agreed timeline
• Suppliers offering a wider range of relevant materials will be given priority

Eligibility Criteria

Suppliers must meet the following requirements:

• Be legally registered in Timor-Leste with a valid SERVE Certificate
• Possess a company bank account and be able to receive payments via bank transfer
• Have the capacity and logistical ability to deliver materials within the agreed timeframe
• Be willing to cooperate with FEEO and the EU-POWER Project team
• Be able to supply materials in accordance with the specifications provided

• Company/Supplier Profile
• Copy of legal registration or Business License (SERVE Certificate)
• Company bank account details
• Fill out WVTL Supplier Application Form attached to this email

Timeline

• Submission of Company Profile: 15 May 2026
• Request for Quotation (RFQ): 22 May 2026
• Selection and Award: 28 May 2026
• Final Approval: 29 May 2026
• Distribution of Materials: Starting 10 June 2026
