Supplier - Procurement of Materials for Micro and Small Enterprises (POWER-FSTP Project)

About the Opportunity

World Vision Timor-Leste (WVTL), on behalf of A-FFOS under the POWER-FSTP Project, is inviting qualified suppliers to submit proposals to supply agricultural, agro-processing, tourism, and creative economy materials for entrepreneurs selected through the POWER-FSTP competition.

Why This Matters

This activity will equip 17 micro and small enterprises (predominantly women-led and vulnerable groups) with productive materials to strengthen business capacity, improve service quality, and enhance market access. Your supplies will help local businesses grow, increase efficiency, and contribute to sustainable community development.

What We Are Looking For

• Supply and deliver materials as specified in the Terms of Reference (ToR) and Bill of Quantity (BoQ). Examples include plastic tunnels, mulsa, irrigation hoses, incubators, pellet machines, bicycles, folding tables and chairs, coolboxes, blenders, and administrative furniture
• Ensure items meet the required specifications and arrive in good condition
• Deliver to beneficiary locations in Oecusse and cooperate with WVTL and A-FFOS teams during distribution and monitoring
• Follow WVTL child safeguarding and safety protocols

Who Should Apply

• Registered suppliers operating in Timor-Leste with experience supplying agricultural equipment, tourism support items, or business materials
• Suppliers able to deliver on time, provide quality assurance, and comply with WVTL safeguarding and procurement requirements
• Local and women-owned businesses are strongly encouraged to apply

Required Documents

• Completed supplier application form
• Copy of owner ID (Electoral Card, BI, or Passport)
• Company registration / SERVE Certificate
• Company bank account details
• Technical proposal with specifications, quantities, delivery schedule, and quality measures
• Evidence of past experience (references, photos, delivery notes)
• Confirmation of compliance with child protection and safety protocols

Important Note

All supplier quotations should reflect rates appropriate for A-FFOS as a local NGO and should not be based on pricing for international NGOs.
