Supplier - FSTP Materials Support (EU POWER Project)

World Vision Timor-Leste (WVTL) on behalf of our local NGO partner FFE (Fundasaun Fini Esperansa) is delighted to announce an open tender to support small business activities in Covalima under the EU POWER Project. We invite qualified suppliers to review the Terms of Reference (ToR) and submit proposals to supply agricultural, recycling, and tourism materials for women-led enterprises supported by the FSTP initiative.

Why This Matters

This activity will equip 20 women entrepreneurs with essential materials to strengthen their business plans, improve service quality, and increase household incomes. Your supplies will help local businesses grow, foster innovation, and enhance women's participation in economic development.

Scope of Work

• Supply and deliver agricultural, recycling, and tourism materials as specified in the attached ToR (examples include seeds, tools, livestock, and other business inputs)
• Ensure items meet the required specifications and arrive in good condition
• Deliver to beneficiary locations in Covalima and cooperate with WVTL teams during distribution and monitoring
• Follow WVTL child safeguarding and COVID-19 safety protocols

Qualifications

• Registered suppliers operating in Timor-Leste with experience supplying agricultural inputs, livestock, or business support materials
• Able to deliver on time, provide quality assurance, and comply with WVTL safeguarding and procurement requirements
• Local and women-owned businesses are encouraged to apply

Important Note

All supplier quotations should reflect rates appropriate for FFE as a local NGO and should not be based on pricing for international NGOs.

• Completed supplier application form
• Copy of owner ID (Electoral Card, BI, or Passport)
• Company registration / SERVE Certificate
• Company bank account details
• Technical proposal with specifications, quantities, delivery schedule, and quality measures
• Evidence of past experience (references, photos, delivery notes)
• Confirmation of compliance with child protection and COVID-19 protocols
