Key Responsibilities:
Procurement Services
- Procure all goods, works and services (below $5000) required by WVTL for its operational and project needs.
- Lead solicitations of proposals and quotations, and lead selection process of suppliers/vendors based on WVTL procurement policy and due process.
- Adhere to policies and procedures; inform World Vision Staff of their responsibilities and ensure compliance.
- Provide feedback in developing and maintaining Procurement and Contract Management policies and procedures.
- Work with each WVTL Department to understand their short- and long-term needs and to develop a procurement strategy ensuring their needs are met in timely manner and within the standards required.
- Establish and maintain relationships with a set of preferred outsource suppliers that provide the best value for money for goods and services provided to WVTL.
- Assess supplier’s capacity and negotiate and establish contracts where needed with best qualified suppliers.
- Collaborate with Finance and P&C Department to ensure compliance with local laws; ensure that executed contracts protect World Vision’s interests and limit risk.
- Resolve any disputes and monitor performance of suppliers to ensure compliance with contract performance standards, including cost and time frame.
Administration and other duties
- Maintain contract database and PR and PO tracking system for all contracts executed by the department.
- Provide data for periodic reports summarizing department results: cost avoidance, revenue opportunities, process improvements.
- Report Procurement Tracking to Project Coordinator twice a month.
- Prepare the Saving Tracking Table (STT)
- Prepare Procurement Catalogue and share to Project/Operation Department.
- Provide procurement inductions and trainings to other staff where needed.
- Responsible for tactical purchasing (day to day purchasing) buyer in procurement teams)

REQUIRED QUALIFICATIONS AND SKILLS
- Bachelor degree in Business Management, Business Administration, Supply Chain Management, or other relevant fields.
- At least 2-years experiences in Procurement and Logistic, preferably with INGO context and environment.
- Strong communication and interpersonal skills, including the ability to create networks and negotiate outcomes.
- Demonstrates effective computer skills, including use of Microsoft Office, Outlook, Internet, and various software applications and databases used in work efforts.
- Self-motivated and able to proactively manage and prioritize tasks.
