Position Details
- Contract Type: Local – Fixed Term
- Location: Dili Timor-Leste with frequent travel to Municipalities
Key Responsibilities
Monitoring & Evaluation (M&E) Coordination, Training & Capacity Building
- Coordinate baseline, midline, and endline assessments, evaluations, and research initiatives for WVTL projects
- Develop M&E plans, monitoring systems, and appropriate tools
- Lead the rollout of monitoring tools and ensure effective data collection, validation, and analysis for WVTL and partners
- Provide training, coaching, and mentoring to staff, partners, and enumerators on M&E systems and tools
Reporting, Data Management & Learning
- Utilize data platforms and technology to capture, manage, and analyze project data
- Maintain accurate and up-to-date project documentation, including reports, datasets, and evidence
- Manage project databases and generate regular M&E reports
- Track indicators and measure results through updated monitoring frameworks
- Conduct field monitoring to assess progress, outputs, and outcomes
- Ensure data quality through routine quality assurance processes
- Facilitate learning, reflection, and adaptive improvements across projects
- Provide data-driven insights and recommendations to strengthen program performance
Communication & Visibility
- Develop success stories, case studies, and human-interest content highlighting impact
- Support photography and videography for documentation and visibility
- Produce communication materials such as newsletters, briefs, presentations, and social media content
- Ensure donor branding and visibility requirements are met
- Collaborate with program teams to capture lessons learned and best practices
- Maintain organized archives of media and communication materials
- Support dissemination of project achievements to stakeholders and the public
Other Responsibilities
- Participate in regular devotional meetings
- Support visits from sponsors, donors, and WV colleagues
- Comply with World Vision's Child and Adult Safeguarding policies and accountability standards
- Assist in humanitarian and emergency response efforts as needed
Required Experience
- Minimum of 2 years' experience in program/project implementation, M&E, and/or communications
Education
- Bachelor's degree in Development Studies, Communication, Monitoring & Evaluation, Project Management, or a related field
Preferred Skills & Qualifications
- Strong knowledge of M&E systems, methodologies, and data collection tools
- Experience in field data collection, validation, and analysis
- Familiarity with digital/online monitoring platforms
- Strong analytical, problem-solving, and organizational skills
- Excellent communication and teamwork abilities
- Fluency in Tetum and working proficiency in English (required for donor communication)
- Proficiency in MS Office (Word, Excel, Access)
- Experience with data analysis software is an advantage
