Job Description:
General Accounting, Reporting & Compliances
- Ensure comprehensive financial systems in all WVTL office locations (Dili and AP’s) are established and maintained in order to provide appropriate levels of security and controls over the organization's resources and operations.
- Maintain the cash book and ledger using Sun Systems, extract monthly financial statement.
- Update cash monitoring and ensure sufficient cash is allocated for payments including applicable target low
- Coordinate all banking related matters assigned and authorized by the Finance & Admin Manager
- Coordinate all Cash Disbursement Vouchers, Deposit Vouchers, General Journal Vouchers and Petty Cash Vouchers to be accurate and complete for National office operations. Conduct regular analysis, reconciliation and proper closing of accounts.
- Prepare and reconcile entries from SSC-R2R & Global Center
- Bank reconciliation confirmation with SSC-R2R
- Monitor staff advances to ensure timely settlement on system.
- Perform Month end and year end closing procedures on a timely basis
- Preparation and Posting of FFR reports
- Perform transaction posting on a daily basis.
- Ensure tax remittances, reporting and other statutory compliances are performed in a timely manner
- Prepare relevant financial updates for the monthly cover memo
- Project start up and closing
- Perform financial review and approval to payment request
Risk Management
- Conduct daily Petty Cash Count and post audit for Dili Office.
- Ensure that Petty Cash Count and post audit is regularly performed in the AP offices
- Follow through on the resolution of financial incident reports
- Contribute to Finance & Admin Manager for ICSAT & Risk register
- Participate and contribute to Audit meetings and assessment activities
- Contribute to audit progress report
- Conduct field validation to assess audit resolutions and internal control health check of APs
Team Leadership, Capacity building & Strategic Networking
- Actively support and live out work life balance, healthy lifestyle and spiritual nurture
- Contribute to the Finance & SCM orientation materials for new staff
- Ensure ACTs Training is conducted regularly to Dili and AP staff
- Ensure Finance policy review is conducted with teams (Dili and AP teams)
- Manage team performance and direct reports and coordination with other finance teams to accomplish of team goals and objectives
- Ensure that direct reports regularly receive the relevant and updated skills development for them to effectively perform their job. Provide support in developing capacity of finance staff on Sun6/ PMQA, SharePoint and other related financial reporting system
- Engagement and participation to organizational activities, prayer time, devo, DOP
Continuous improvement
- Initiate or contribute to the continuous improvements set for the office and conduct regular process review to ensure business continuity, cost reduction and ease of doing work for the team and business partners
- Initiate or contribute to process improvement, cost reduction and other global/ regional projects and initiatives in the areas of financial reporting and analysis (Horizon, GEMS Concur, Sun systems upgrade, etc.)
Required Professional Experience
- Bachelor’s degree in Financial Management or Accounting.
- Minimum 5 years of solid experience in financial management and monitoring systems and two years in a supervisory role.
- Excellent command of MS Office and advanced expertise in Excel.
- Strong understanding on accounting principles, financial systems, budget/c.ash-flow monitoring and internal accounting controls, financial systems, internal control, taxation, business process analysis and development.
- Prior experience using SunSystem, PMQA, PowerBI, PBAS, Sharepoint Horizon would be highly desirable.
- Fluency in Tetum and English and, both written and spoken.
- Have demonstrated analytical and leadership skills and have strong communication and presentation skills for effective reporting on office financial performance.
- Must be able to work with multiple deadlines and periodic surges.
- Ability to handle sensitive and confidential information with absolute discretion.
- Ability to manage a financial/monitoring team and demonstrate leadership.
- Ability to operate and adapt to a cross-cultural environments.
- Familiarity with the development sector, and understanding of donor and governmental requirements.
- Clarity of understanding on development work especially Christian, child-focused, community based development perspectives
- Ability to coordinate and collaborate with various levels of business partners within and outside of the organization
- Ability to demonstrate personal leadership by serving as a positive role model that enhances the demonstration of WV core values.
Required Education, training, license, registration, and certification
- Bachelor's degree in accounting, Finance Management and/or relevant field with.
- A recognized professionals accounting or finance certification is desirable
Preferred Knowledge and Qualifications
- Good analytical skills and a demonstrated ability to take initiative and think creatively and innovatively.
- Ability to work multitask, independently and under pressure
