ANCP Portfolio Manager

The ANCP Portfolio Manager directly reports to the Operations Manager and will lead multiple ANCP projects in compliance with WVTL and donor policies and quality standards. The ANCP Portfolio Manager is responsible for overall project management including project implementation, stakeholder engagement, people management, monitoring, reporting, documentation and learning capturing. This position will also ensure quality documentation and programming compliance and maintain good relationship with internal and external stakeholders in regard to data and information management.

This position will closely review documents to ensure program quality and compliance throughout project implementation, and to deliver high quality reporting and communications to Support Office regularly and key stakeholders. Database management, analysis, compilation and documentation, scheduling, ensuring the reporting timelines are met by partner NGOs. The role requires data analysis as well as organizational, time management, and relationship management skills, coupled with dynamic coordination capabilities to drive results across various stakeholders.

Project Leadership, Management and Documentation

  • Prepare and manage ANCP project detailed implementation plans and key milestones based on approved plan, budget and framework prescribed by WVTL, and deliver all activities on time, on budget, meeting quality standards
  • Prepare project implementation guideline and quality benchmarks
  • Ensure project implementation is on time, on budget and on target
  • Ensure rigorous beneficiary selection in discussion with local government, stakeholders and WVTL.
  • Ensure that project team and partner NGOs have access to appropriate information, tools and resources to enable compliance of projects with organizational standards and legal requirement in the areas of financial management, supply chain management, people management and project management
  • Provide technical support for project and partner NGOs to deliver project outcomes, including reaching most vulnerable population as per project design
  • Manage, monitor and document performance of partner NGO every month, to ensure that the implementation of project is delivered according to plan, budget, timeline and in alignment with quality standards and benchmarks
  • Ensure effective and efficient utilization of program resources through monitoring and tracking expenditures against project plan
  • Conduct quarterly and semi-annual review of projects (Budget and overall target), manage risks and challenges, recommend vital changes if any and update status to supervisor and concerned authorities
  • Identify project risks, prepare mitigation measures and communicate with management
  • Demonstrate agility and steer project implementation as per each ANCP projects scenario
  • Conduct internal audit annually to local partners and update SMT
  • Responsible for overall project as per plan, rationalize necessary modification and get approval from donors

Reporting and Information Management

  • Prepare reporting schedule per Support Office requirements, including periodic and end of project reports, clearly communicating timeline, process, and specific requirements to internal/field teams to ensure the timely delivery of high quality reports.
  • Review and document Support Offices requirements and checklists to incorporate into WVTL programs
  • Write project reports (semi-annual, annual), design documents and other program output documents
  • Compile periodic reports and follow guidance for reporting as per the WVI SO prescribed format and checklists
  • Ensure WVI systems (Horizon, PBAS) are kept up to date with project information
  • Ensure project information and database is updated by relevant staff updating database and other digital platforms to input statistics and data
  • Collect relevant information that will be useful for preparing program and project profiles
  • Prepare program/project summaries including infographics on progress
  • Coordinate within WVTL and partner NGO to maintain database that can be disaggregated and analyzed to inform project progress

Coordination and Networking

  • Prepare the stakeholders engagement plan in consultation with Area Managers and project coordinators, and Policy and Communication Lead.
  • Responsible for ensuring budget, internal resources and support staff are adequately prioritized across ANCP projects.
  • Lead external events at the national level, building essential external stakeholder relationships and engagement with relevant government institution at national and municipality level and NGOs required for ANCP project implementation and sustainability
  • Engage with national and municipality level health, GEDSI  and protection, Climate Change and agriculture cluster, as necessary, in collaboration with the respective WVTL Technical Sector Leads
  • Support partner NGO to manage relationship with local government, bodies and networks as necessary
  • Coordinate with WVTL inter-department functions as per project requirements
  • Manage field visits of key stakeholders to showcase project successes and challenges

Monitoring, Evaluation and Learning

  • Responsible for delivering the overall results and impact data from the project to internal and external stakeholders
  • Responsible to ensure the project-specific M&E requirements are being fulfilled per the donor requirements, and to escalate/find solutions for any M&E gaps
  • Responsible for utilizing the results generated from M&E; ensuring results are analyzed and applied towards making quality improvements in project implementation, including following through to ensure Management Response recommendations are actioned, as a result of baseline/midline/annual outcome monitoring activities.
  • Responsible to update the budget and project ITT using the analyzed data.
  • Responsible to ensure project staff are regularly updating the ITT using the harvested and analyzed data.
  • Using the data for semi-annual and annual reports as needed. Responsible for ensuring ANCP-funded staff are adhering to the monitoring system and meeting their obligations to the monitoring and evaluation-related roles agreed upon in the WVTL Monitoring Guidelines document.

People Management

  • Ensure sufficient technical and administrative guidance is provided to ANCP project staff at WVTL and partner NGO
  • Conduct performance appraisal, support capacity development plan of individual staff and retain high performing staff, to the extent possible

Others

  • Familiarize project staff with WVTL mission and vision, values, country strategy, technical approaches, policies, procedures and guidelines.
  • Ensure Child and Adult Safeguarding Policy and principles are applied and adhered to by project staff and partners
  • Support spiritual nurture of staff
  • Carry out duties as assigned by supervisor and WVTL management

REQUIRED QUALIFICATIONS AND SKILLS

  • Bachelor’s degree and/or Master’s degree in Nutrition, Public Health, Agriculture, Community/Economic Development, or other of relevant fields.
  • Have at least 5 years of professional experience in development sector with a minimum of 2 years in project management.
  • Demonstrated capacity in program management, with conceptual understanding and competencies in MEL functions, financial/budget management skills, and donor compliance requirements and processes.
  • Detail oriented and good report writing skills. Able to work under pressure and strict deadlines.
  • Strong problem-solving skills and able to think analytically, critically and strategically. Able to work independently and effectively within a team.
  • Strong interpersonal skills and well-developed written and oral communications skills in Tetum and English.
  • Good people management and demonstrated leadership skills, including leading, building, and supporting a team with diverse roles and capacities.
  • Demonstrated networking skills and experience amongst different development partners in Timor-Leste.
  • Solid computer skills in Word, Excel, PowerPoint, Outlook, Teams, and other virtual tools and applications.
  • Willingness to support articulate and demonstrate World Vision’s core values in meaningful ways to colleagues, partners, donors, children and communities.

PREFERRED

  • Prior work experience in managing DFAT-funded projects and providing technical support would be highly desirable.
  • Prior experience working in nutrition, health, agricultural and economic development projects.
  • Knowledge of World Vision systems would be preferred
  • Technical skills in health, nutrition, agriculture, economic development would be preferred

This position will require intermittent travels to Municipalities.
