Programme Policy Officer (Resilience, Food Security & Reporting)

The consultant will work under the direct supervision of the Head of Programme and will be responsible for the following:

  1. Develop, advocate for, and mainstream climate-sensitive concepts into WFP programmes with a focus on food security, nutrition, and livelihoods. Produce concept notes and proposals as appropriate.
  2. Work with activity managers and other relevant units of CO to develop concept notes, proposal and reports for different donors in the quality and timelines as required.
  3. Collaborating with the technical teams of WFP Regional Bureau and HQ, as well as other development partners, provide technical assistance; working at the intersection of food security and climate resilience.
  4. Support the technical discussions and reporting of the Results Group (RG1): ‘Nutrition, Food Security and Sustainable Agriculture’ in Timor-Leste.
  5. Support the drafting, and publication of the analytical report for the Integrated Phase Classification (IPC) food security analysis in Timor-Leste.

KEY ACCOUNTABILITIES - CONTINUE

6. Working with quantitative and qualitative research tools, produce analytical outputs as required to showcase a comprehensive food insecurity situation in Timor-Leste; providing an evidence-base for high-level discussions as well as programmatic design of the country office.

  1. Conduct research and desk-review on food security issues, while staying current on major global scientific evidence and policy developments related to food security and climate change impacts.
  2. Lead the coordination and drafting of corporate reporting tools, such as the Annual Country Review (ACR), Annual Performance Planning (APP), Mid-Year Review (MYR), etc.
  3. Identify new areas of research, collaboration, and WFP entry-points. Gather and analyze relevant data to produce high-quality, evidence-based analytical outputs.
  4. Any other task as assigned by the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced university degree in political science, development studies, or other related fields; or an undergraduate degree with additional years of relevant work experience, training, or courses.

Experience:

Minimum 3 to 5 years of research and policy experience in providing technical and writing support to development policy and program activities. Previous work experience with international organizations strongly preferred. Professional experience in quantitative and qualitative research, as well as proposal-writing for IFIs, governments, and UN agencies strongly desired.

Languages:

Fluency (level C) in English language.
