Position Description
The Technical Specialist, Objective 3 will work with and report to the Objective 3 Lead and/or the Chief of Party (COP) to provide technical support for the implementation of Objective 3 of the Statement of Work of the USAID/Timor-Leste AIM Project which seeks to improve the ability of national oversight agencies to effectively address corruption challenges. The Technical Specialist, Objective 3 will work with a team of predominately national professionals and short-term experts to manage and implement technical activities and deliverables, and achieve program results.
Considering that the AIM Activity will provide support to accountability institutions in the areas of research and technical reporting, and upon specific request, it is proposed that the selected candidate should have demonstrated background and experience in research, reporting and legal analysis. The selected candidate will also be expected to provide support to the AIM COP and DCOP in editing responsibilities for all written outputs of the project.
Key Duties and Responsibilities
- Supports the Objective 3 Lead for the delivery of program results specified under Objective 3 of the project Statement of Work and other Objective work areas as may be assigned by the COP.
- Assists the Objective 3 Lead in the implementation of project activities and ensure timely submission of quality deliverables as required under Objective 3 of the project Statement of Work and across other Objective areas as may be assigned by the COP.
- Manages or works with a team of national staff and short-term technical assistance (STTA) experts for Objective 3 of the project Statement of Work, and across other program result areas as may be assigned by the COP.
- In coordination with the Objective 3 Lead, supports and contributes to the preparation of annual work plans (AWPs), annual, quarterly and monthly reports, success stories, press releases, other relevant reports and submissions, and supports compliance and quick response to USAID or Dexis directives, instructions, requirements and requests.
- Assists the Objective 3 Lead, the MEL Supervisor and GESI Lead to implement effective performance measurement, gather, collate and analyze indicator data, prepare reports, and support full compliance with relevant USAID and Dexis guidelines on project monitoring and evaluation.
- Coordinates and works with government counterparts, key program beneficiaries, technical and implementing partners, national and local CSO organizations and networks, and other project stakeholders to ensure effective and efficient implementation of project activities.
- Manage research activities, including the design, development and implementation of perception surveys, analysis of survey results and related technical reporting.
- Assist the Chief of Party and the Deputy Chief of Party in the assembly and editing of all written submissions, products and outputs,such as reports, workplans, speeches and success stories, among others.[3]
- Ensures that all actions and interventions of the project strictly adhere to USAID and Dexis rules and regulations and technical guidance, aligned with relevant global best practices, and compliant with national laws and regulations.
- Perform such other duties, functions and responsibilities as may be assigned by the Objective 3 Lead and/or the COP.
Minimum qualifications and experience
- A university degree in law, public policy, economics, business management, public administration, political science, or a related field; a masters degree in the same fields will be an advantage.
- At least 2 years of relevant project management experience in the context of Timor-Leste or other countries; preferably have at least one year experience in research, analysis, technical reporting and/or the design and implementation of perception surveys.
- Excellent inter-personal and people skills, including the ability to engage with counterparts and stakeholders and negotiate complex office dynamics.
- Proven ability to establish good working relationships with senior government officials at the national and sub-national levels, and with other key stakeholders such as donors, implementing partners, nongovernmental organizations (NGOs), civil society, academia, and/or the private sector.
- Demonstrated ability to work with a team towards common goals.
- Demonstrated capacity to comply and meet targets and deadlines on a consistent basis.
- Fluency in verbal and written Tetum and English is required; fluency in the other official and working languages of Timor-Leste will be an advantage.
- Functional ability to write in Tetum and English is required; editing background in English will be an advantage.
