Overview of Activity

The USAID/Timor-Leste Trade Governance Activity is a pivotal initiative aimed at aiding the Government of Timor-Leste in establishing a trade system that is professional, transparent, accountable, efficient, effective, and compliant with international standards. Launched on April 1, 2022, this project is on track to conclude on August 7, 2025.

Overview of Position

International Business Initiatives invites applications from motivated and proactive professionals for the role of ICT Developer. This pivotal position entails collaborating with our team to design, develop, code, implement, and optimize web-based applications critical to enhancing trade governance. This includes, but is not limited to, the Customs Authority Trade Portal, the Human Resources Management System, and the Customs Intelligence Database. Based in Dili, the role may require occasional travel within Timor-Leste, thus demanding flexibility and willingness to undertake regional assignments.

Key Responsibilities

  • Assist in the development of new features and enhancements for existing software in alignment with specified requirements.
  • Cultivate robust partnerships with stakeholders in both the government and private sectors.
  • Generate detailed written reports documenting development processes and outcomes.
  • Design and deliver targeted training to stakeholder groups to ensure effective utilization of developed systems.
  • Engage in rigorous troubleshooting, debugging, and testing of new software features.
  • Innovate solutions to address challenges encountered within existing software frameworks.
  • Articulate specifications for new functionalities and features, contributing to the software’s evolution.
  • Document and maintain comprehensive records of software issues and resolutions, advocating for continuous improvement.
  • Implement refinements and modifications to enhance user interface experiences.
  • Collaborate with team members and other stakehoolders, providing support and insight for the integration of relevant functionalities.

Minimum Qualifications and Skills

  • A bachelor’s degree in Computer Science, Computer Engineering, or a closely related field.
  • Proficiency in verbal and written communication in English and Tetum, fostering clear and effective stakeholder engagement.
  • Demonstrated capability to forge and maintain productive relationships with key governmental and private sector partners.
  • Adept at researching and applying online resources to implement technical solutions.
  • Strong analytical skills with a knack for problem-solving.
  • Proficiency in WordPress and HTML/CSS, underpinning a solid foundation in web development.
  • A strong work ethic, coupled with a positive outlook and a keenness for professional growth.
  • Versatility in working both independently and as part of a team, maintaining a high degree of professionalism and ethical integrity.
  • Innovative thinking and technical creativity in problem-solving.
  • Effective management of multiple priorities in a dynamic, fast-paced environment.
  • Experience with SQL, Java, web development, and Python is advantageous, as is previous involvement in development or modernization projects.
