Dexis is presently implementing a three-year contract with a one-year option to implement the USAID/Timor-Leste Accountability and Integrity Mechanism (AIM), a project designed to strengthen Timor-Leste's accountability ecosystem and advance the Government of Timor-Leste’s (GOTL) anti-corruption reforms, including the GOTL’s new Anti-Corruption Law and good governance targets set within Timor-Leste’s Strategic Development Plan (2011 - 2030).  The USAID/Timor-Leste AIM project forms part of USAID’s new generation of democracy support in Timor-Leste and aims to bolster key institutions, to include governmental, parliamentary and civil society actors, to improve the ability of Timor-Leste’s democratic system to deliver “an inclusive, prosperous, and healthy Timor-Leste” for its young and growing population. Accordingly, Dexis will work with civil society, the government, and parliament of Timor-Leste to strengthen the strategic, institutional, communications, and coordination capacity of key accountability institutions, especially the Anti-Corruption Commission, the Office of the Ombudsman for Human Rights and Justice, and the audit chamber. Stronger institutional independence of these oversight agencies coupled with the development of sound legislative and governmental policy will ensure that citizens are empowered and can hold government accountable, thus leading to more inclusive and sustainable economic development.

Position Description

The three Technical Specialists will work with and report to the Objective Leads, the Deputy Chief of Party (DCOP) and/or the Chief of Party (COP) to provide technical support for the implementation of three objective areas of the Statement of Work of the USAID/Timor-Leste AIM Project which are:

  1. To improve the ability of national oversight agencies to effectively address corruption challenges.
  2. To reinforce the accountability ecosystem.
  3. To address corruption and malign influence in key sectors.

The Technical Specialists will each work with a team of predominately national professionals and short-term experts to manage and implement technical activities and deliverables, and achieve program results.

Key Duties and Responsibilities

  • Support the Objective Leads for the delivery of program results specified under the three objective areas of the project Statement of Work and other objective work areas as may be assigned by the COP.
  • Assist the Objective Leads in the implementation of project activities and ensure timely submission of quality deliverables as required under the three objective areas of the project Statement of Work and across other objective areas as may be assigned by the COP.
  • Manage or work with a team of national staff and short-term technical assistance (STTA) experts for the three objective areas of the project Statement of Work, and across other program result areas as may be assigned by the COP.
  • In coordination with the Objective Leads, support and contribute to the preparation of annual work plans (AWPs), annual, quarterly and monthly reports, success stories, press releases, other relevant reports and submissions, and supports compliance and quick response to USAID or Dexis directives, instructions, requirements and requests.
  • Assist the Objective Leads, the MEL Supervisor and GESI Lead to implement effective performance measurement, gather, collate and analyze indicator data, prepare reports, and support full compliance with relevant USAID and Dexis guidelines on project monitoring and evaluation.
  • Coordinate and work with government counterparts, key program beneficiaries, technical and implementing partners, national and local CSO organizations and networks, and other project stakeholders to ensure effective and efficient implementation of project activities.
  • Ensure that all actions and interventions of the project strictly adhere to USAID and Dexis rules and regulations and technical guidance, aligned with relevant global best practices, and compliant with national laws and regulations.
  • Perform such other duties, functions and responsibilities as may be assigned by the Objective Leads, the DCOP and/or the COP.

Minimum qualifications and experience

  • A university degree in law, public policy, economics, business management, public administration, political science, or a related field; a masters degree in the same fields will be an advantage.
  • At least 2 years of relevant project management experience in the context of Timor-Leste or other countries.
  • Excellent inter-personal and people skills, including the ability to engage with counterparts and stakeholders and negotiate complex office dynamics.
  • Proven ability to establish good working relationships with senior government officials at the national and sub-national levels, and with other key stakeholders such as donors, implementing partners, nongovernmental organizations (NGOs), civil society, academia, and/or the private sector.
  • Demonstrated ability to work with a team towards common goals.
  • Demonstrated capacity to comply and meet targets and deadlines  on a consistent basis.
  • Fluency in verbal and written Tetum and English is required; fluency in the other official and working languages of Timor-Leste will be an advantage.
  • Functional ability to write in Tetum and English is required.
