Sustainable Public Finances (Pillar 2) Lead/Deputy Team Leader

The Sustainable Public Finances (Pillar 2) Lead/Deputy Team Leader is to lead PROSIVU’s efforts on Public Financial Management (Pillar 2) towards a robust yet flexible PFM environment in Timor-Leste.

Program Background

DT Global supports the implementation of PROSIVU on behalf of the Australian Government.

PROSIVU is the next phase of Australia’s governance support to Timor-Leste. The program will extend Australia’s longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia’s primary program for providing support to Timor-Leste’s central government agencies and economic line-ministries.

The goal of Australia’s Timor-Leste development program is to support the Government of Timor-Leste (GoTL) to achieve the social and development outcomes from its Strategic Development Plan. PROSIVU will contribute to this goal through three end of facility outcomes:

(a) stronger, more inclusive economic growth.

(b) sustainable public finances; and

(c) better public administration.

These three outcomes constitute the basis of PROSIVU’s three workstreams.

The aim of support for stronger, more inclusive economic growth is that central agencies and line ministries invest in evidenced based and inclusive economic development policies and projects that have high economic and social returns, improve outcomes for the poor and improve equality and social inclusion.

The aim of support for sustainable public finances is central agencies, led by the Ministry of Finance and Prime Minister’s Office, improve the performance and inclusivity of public expenditure, and diversify and increase domestic revenue collection.

The aim of support for better public administration is central agencies, led by the Civil Service Commission and the Presidency of the Council of Ministers, develop and invest in policies, systems and capacity to ensure public administration is inclusive, effective, performance-driven, and responsive to the needs of citizens, the private sector and civil society.

Objectives of Role

This role will have a dual focus.  Firstly, as Deputy Team Leader with responsibilities to act for the Team Leader as required and secondly, as the technical lead for Pillar 2: Sustainable Public Finances.

As Deputy Team Leader, this role will have responsibilities for Climate Change and GEDSI related activities under PROSIVU’S annual workplan. It will also have responsibility for the Research and Analytics Team.

The Deputy Team Leader works closely with and supports the Team Leader and other members of the Leadership Team, deputising for the Team Leader as required.

The objective of the role is to lead PROSIVU’s efforts on Public Financial Management (Pillar 2) towards a robust yet flexible PFM environment in Timor-Leste. It involves continuous engagement with DFAT, key government agencies (in particular Ministry of Finance), development partners and civil society constituents for iteratively developing a coherent, targeted Public Financial Management pillar strategy and annual plan. The position will provide management support to the Public Financial Management Team, oversee implementation of the PFM Reform strategy and its associated plans, contribute to program planning, coordinate with other PROSIVU pillars as well as with external projects on activities pertaining to the PFM arena.

The position will report to the PROSIVU Team Leader.

Roles and Responsibilities

The Pillar 2 Lead/Deputy Team Leader will be required to undertake the following tasks and responsibilities:

Strategic and Technical Support

  • Perform relevant political economy analyses to direct PROSIVU’s investment in Public Financial Management activities.
  • Develop and/or update strategies for PROSIVU’s Public Financial Management activities and associated Annual Workplans.

Management Support

  • Keep the Team Leader informed of emerging issues and escalate as appropriate. 
  • Act for the Team Leader as required, representing PROSIVU at external stakeholder meetings as necessary.

GEDSI, Climate Change and Research and Analysis

  • Facilitate and ensure the application of the principles of gender equality, disability and social inclusion are reflected in all data collection, analysis and reporting / development of laws, policies, new systems and programs. 
  • Seek opportunities and recommend ways to promote gender equality, women’s empowerment, disability and social inclusion, and empowerment of youth other vulnerable groups in all aspects of the work (legal, policies, systems, programs and budgets).

General

  • Comply with Australian Government and DT Global policies on gender and social inclusion, child protection, disability, sexual exploitation, abuse and harassment, workplace health and safety, environment, anti-bribery and anti-fraud.

About You

The Sustainable Public Finances (Pillar 2) Lead/Deputy Team Leader will have the qualifications, experience and skills as follows:

Essential Experience and Knowledge

  • Proven experience in senior level program management including knowledge and experience of Australian Government (specifically DFAT) policies and procedures.
  • Significant experience working in development, at least five years of which should be within the context of a developing country
  • Proven experience in developing relationships with stakeholders including donors and government counterparts.
  • An understanding of the political and economic context of Timor Leste.  Previous experience working in Timor Leste would be a significant advantage.
  • A Masters degree or equivalent in economics, finance, public policy, and other relevant fields
  • Demonstrated experience of over 20 years in Public Financial Management, with a proven track record of working at a senior level
  • Ability to analyse complex financial and policy issues, identify key implications, and provide strategic advice to decision-makers
  • Excellent interpersonal, communication and presentation skills to convey complex economic concepts in a clear and concise manner.
  • Ability to work under pressure and handle sensitive and confidential information with the utmost discretion.
