About the Role
The Partnership for Inclusive Prosperity / Parseria ba Prosperidade Inklusivu (PROSIVU) Program is seeking an International Sanitary and Phytosanitary (SPS) Adviser who will support MALFF in building the required technical, regulatory and institutional capacity to meet its national and international sanitary and phytosanitary commitments, enabling the accession and integration into WTO and ASEAN trade blocs.
PROSIVU is an Australian Government program supported by DT Global. PROSIVU is the next phase of Australia's governance support to Timor-Leste. The program will extend Australia's longstanding partnership with Timor-Leste in support of good governance and economic policy development.
Education, Essential Experience, Skills and Knowledge
- A degree in any of these fields: veterinary/animal health science, plant science, food science, agricultural science or related field. A relevant post-graduate degree would be an advantage
- A minimum of 10 years of direct professional experience in SPS, preferably with a government or in an international organisation setting
- Proven experience in the development, implementation or harmonisation of national SPS-related plans and policies
- In-depth technical knowledge of the international SPS standards and regulations, including those established by ASEAN, WTO, IPPC, Codex and WOAH
Desirable Experience and Knowledge
- A strong understanding of international agreements on SPS-related matters including the SPS Agreement and Chapter 8 of ATIGA
- Technical knowledge of SPS-related measures in trade facilitation
- Prior experience in SPS-related trade negotiations
- Fluency in Tetun and/or Portuguese desirable, or willingness to undertake a 45-hour Tetum language course within the first quarter of the contract period
