Policy Adviser to National Designated Authority to Combat Climate Change

The Partnership for Inclusive Prosperity / Parseria ba Prosperidade Inklusivu (PROSIVU) Program is seeking a Policy Adviser to National Designated Authority to Combat Climate Change is to:

  • To support Timor-Leste build capacity and access climate finance.
  • Provide strategic and technical advice to President of NDA in the development of a strategic approach to accessing climate finance.
  • Build on historical and current support from other donors to NDA, for example, work already done through GCF Readiness programme.

PROSIVU is an Australian Government program supported by DT Global. PROSIVU is the next phase of Australia’s governance support to Timor-Leste. The program will extend Australia’s longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia’s primary program for providing support to Timor-Leste’s central government agencies and economic line-ministries.

This role is open to both nationals and internationals. The National Designated Authority to Combat Climate Change will have the following qualifications, experience, and skills:

  • Bachelor’s degree.
  • Minimum 5 years professional experience
  • A strong background in climate change/ environmental/ agriculture/ economic development analysis or programme design or implementation.
  • Fluent in Tetum and good spoken and written English communication.
  • Experience writing manuals or guidelines.
  • Ability to balance multiple tasks and meet deadlines.
  • High degree of flexibility, and resilience, with the ability to adapt quickly.
  • Commitment to building relationships in a team environment.
  • Working with Government of Timor-Leste and/ or Development Partners
  • Experience working on Climate Finance.
  • Prior experience working with or on GCF projects and engagement would be very beneficial.
  • Project management and coordination experience
  • Proposal and report writing
  • Experience providing training or mentoring.
