Monitoring and Evaluation Specialist – Ministry of Finance

About the Role

The Partnership for Inclusive Prosperity / Parseria ba Prosperidade Inklusivu (PROSIVU) Program is seeking a Monitoring and Evaluation Specialist to provide strategic guidance, technical expertise, and capacity-building support to develop the MoF monitoring and evaluation framework.

PROSIVU is an Australian Government program supported by DT Global. PROSIVU is the next phase of Australia's governance support to Timor-Leste. The program will extend Australia's longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia's primary program for providing support to Timor-Leste's central government agencies and economic line-ministries.

This is an international Long-Term Adviser position.

Essential Experience and Knowledge

• A Master's degree in a relevant field
• At least 5 years of demonstrated experience in designing and operationalising M&E systems for government institutions and/or large-scale, multi-sector programmes implemented by international development organisations
• Extensive multi-sector experience, particularly in planning, programme design, and policy formulation

Desirable Experience and Knowledge

• Knowledge of programme budgeting and performance based logical frameworks
• Previous experience working in Timor-Leste or the region
• Working knowledge of Tetum or Portuguese
