GEDSI Responsive Budget Adviser

About the Program

The Partnership for Inclusive Prosperity / Parseria ba Prosperidade Inklusivu (PROSIVU) Program is seeking a GEDSI Responsive Budget Adviser to provide direct support to the Ministry of Finance (MoF) and will collaborate with the Secretary of State for Equality (SEI), Ministry of Social Solidarity and Inclusion (MSSI) and other budget entities to progress the implementation of Gender Responsive Budgeting (GRB), Disability Rights Based Budgeting while improving the use and analysis of budget markers data including other markers for climate, child nutrition, disability etc.

PROSIVU is an Australian Government program supported by DT Global. PROSIVU is the next phase of Australia's governance support to Timor-Leste. The program will extend Australia's longstanding partnership with Timor-Leste in support of good governance and economic policy development.

Essential Experience and Knowledge

• Bachelor's degree qualifications in Gender, Disability and Development Studies, Social Science, Accounting, Finance or related field
• Minimum 7 years of overall experience working in planning, budgeting, monitoring, fiscal reporting and capacity development, of which at least 5 years of experience in mainstreaming gender, disability and social inclusion through budget systems of the Government of Timor Leste

Job Specific Skills

• Strong interpersonal, oral, and written communication skills
• Strong written and spoken English and Tetum
• Demonstrated skills in teamwork and advocacy as well as networking and coordination across a range of diverse stakeholders including high-level advocacy institutions
• Experience with monitoring and evaluation tools and frameworks
• Skills in the collection and analysis of financial and non-financial data
