- The role
PURPOSE OF THE POSITION:
The Project Officer (PO) is responsible for supporting the Project Manager for Disaster READY Project with the overall planning, management, and implementation of the El Niño Project at the Municipality level and provides quality oversight to ensure that activities implemented in the target sucos are using the appropriate strategies and follow the work plan. The PO will also need to coordinate and communicate with the Focal Points of the HATUTAN Project, CoHSiS Project, and Lafaek Project responsible for the El Niño Preparedness project. The role will also play an important role in continuing to foster the relationship with various stakeholders in the target areas. The PO will be responsible for overseeing all field-level reporting and finances and supporting in preparation of project-level planning and reporting. This job description may need to be revised based on project needs.
MAIN RESPONSIBILITIES:
Project Management:
- Responsible for planning, implementing, and reporting of activities on a timely basis in the target areas
- Ensure timely and open communication with the Project Manager for Disaster READY Project to facilitate appropriate decision-making regarding the project
- Coordinate and communicate with the Focal Points of the HATUTAN Project, CoHSiS Project and Lafaek Project responsible for the El Niño Preparedness
Project planning:
- Along with the Project Manager for Disaster READY Project, develop a work plan for all the activities awarded in the contract considering the given timeframe with the support from the Project Manager.
- In case of any deviation in planned activities, should communicate with the Project Manager and make an alternate plan without any delays along with the alternate plan.
Project Implementation:
- Ensure all project activities are well coordinated with the Commander of Civil Protection Authority, President of Authority of Municipality-Administrative Posts, Xefe Sucos, Suco Disaster Management Committees structure, and other leaders in the assigned areas.
- Ensure the preparation of a contact list with all stakeholders and communicate the concerns as required.
- Identify the vulnerable groups/Institutions/people to distribute budgeted materials of seeds and messaging through posters/brochures with communities
- Ensure the collection of gender-disaggregated data.
- Ensure Municipality and sub-district authorities are updated about the project progress and plan.
- Ensure that all relevant data are stored and captured
- Ensure collection of records and follow up on success stories, lessons learned, and progress toward project objectives
- Assist Project Manager in report writing, both six-month and final.
- Support Project Manager in preparing procurement plan, monitoring expenditures, and monitoring against the budget and guidelines of CARE in Timor-Leste and the donor.
Monitoring and Evaluation
- Ensure the quality of implementation of project-specific activities in line with the program MEL plan and close collaboration with the Program Quality unit.
- Provide regular reports to Project Manager regarding the progress of the program and also in case of any deviation from the approved plan with alternate suggestions/plans.
- Track the progress of planned activities and, based on the progress, prepare a plan for the next.
Other
- Manage project advances, expenditure, and financial acquittal.
- To proactively participate in the APPA process, including the annual appraisal, midyear review, and regular 1:1 meetings, ensuring that the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities as applicable.
- Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures, and directives

- Selection criteria
EXPERIENCE AND QUALIFICATIONS:
- At least 2 years of experience in project implementation in the municipalities
- Good communication and management skills
- Experience in project planning, and monitoring of work plan, budget, and expenses
- Ability to promote collaboration with CARE in Timor-Leste staff, Government, Local authority, and other partners
- Ability to understand, comply and uphold all relevant CARE in Timor-Leste policies and standard procedures
- Ability to write and present regular reports to Project Manager as required
- The candidate should be organized, effective, creative, a team player, and highly motivated
- Computer literacy within standard Microsoft Office programs, i.e. Word, Excel, PowerPoint, and Data Bases, and good communication skills in Tetum and English, both written and spoken. Communication with local languages will add value.
