Videographer consultant

The main objective of the videographer consultant is to produce impactful video content by participating and document project  activities, capturing success stories, and interviewing relevant stakeholders, target communities, and Civil Society Organizations (CSOs) conducted by PITL with 6 CSOs partners. This content aims to raise awareness of the rights women, youth and PwDs participation in election. Additionally, the videos will serve as training material and be disseminated through PITL, ADTL, Belun, JPIC, Pátria, MOFFE and Caucus social media platforms to maximize their reach and effectiveness in promoting inclusivity and understanding.

The Consultant will be expected to deliver any of the following as required during the whole duration of the contract:

  • Production of video (script writing, videography, editing, audio balancing, sub-titling, format exporting, archiving raw and edited work etc.) according to PLAN standards
  • Video produced must be of the highest quality to adequately represent the organization
  • The optimal standards are: 1080 25p/1080 29.97p or 30p.
  • The contractors shall use their own HD quality video camera and professional editing software;
  • Edit the footage in line with the script agreed and approved by PLAN focal person;
  • Audio balance the final product and convert it in formats for use on TV, radio, web;
  • Include appropriate PLAN branding and crediting of PLAN ownership for the produced videos.
  • Engage with target Persons with Disabilities (PwDs), youth, women, and community radio staff to capture success stories and conduct stakeholder interviews.
  • Gather diverse perspectives on the rights and challenges faced by PwDs, youth, and women from political parties and community radio to distribute quality electoral information to voters and the general public.
  • Produce one high-quality video (3-5 mins) focusing on public awareness of PwDs, youth, and women participation. This includes interviews with stakeholders, showcasing project activities, and highlighting success stories from project participants to demonstrate the impact of interventions.
  • Work closely with the project team (PITL, ADTL, Belun, JPIC, Pátria, MOFFE, and Caucus) to provide technical support throughout the video production process
  • Translate scripts to English and provide voice-over and text translations and sign language as required
  • Edit videos, incorporate subtitles/narrations, and create motion graphics to enhance accessibility and engagement.

The assignment duration is set at a maximum of two (2) weeks from the contract signing date. Within one week of contract signing, the videographer consultant must submit draft and a production schedule for approval

Note:

  1. The consultant will be based in Dili and have the possibility to travel to Municipality
  2. Travel will be mostly by a vehicle which will be arranged by Plan TL.   
  3. Payment

- Tranche 1: 40% of the Consultant’s fee on Plan approval of scripts

- Tranche 2: 30% of the Consultant’s fee on delivery of first output and feedback by Plan

- Tranche 3: 30% of the Consultant’s fee on Plan approval of Final output

  1. Qualification
  • The consultant expected to possess the following qualification:
  • Proven experience (3 years) as a videographer, with a strong portfolio showcasing your previous work.
  • Proficiency in video editing software (e.g., Adobe Premiere Pro, Final Cut Pro, DaVinci Resolve).
  • Excellent knowledge of videography techniques, equipment, and lighting.
  • Solid understanding of video composition, colour grading, and audio mixing.
  • Familiarity with motion graphics and visual effects is a plus.
  • Ability to work independently and collaboratively, depending on the project requirements.
  • Strong communication skills and the ability to interpret and execute creative briefs.
  • Flexibility and adaptability to meet project deadlines and handle changing priorities.
  • Attention to detail and a commitment to delivering high-quality work
  • Experience covering social, humanitarian and development subjects will be an asset,
  • Knowledge on ethical standards in reporting on issues related to children will be an asset
