Program, Partnership and Impact Director

Role Purpose

The position of Program, Partnership and Impact Director (PPID) lead Plan International Timor-Leste's programmes, partnerships, influencing, impact, and business development efforts to deliver sustainable change for children and young people, especially girls, through high-quality programming, strategic partnerships, and evidence-based leadership.

Key Accountabilities and Responsibilities

1. Strategic Program Leadership

  • Provide strategic leadership and oversight of Plan International Timor-Leste's programme portfolio, including Sponsorship (SPAD), grants, and humanitarian response.
  • Ensure all programmes and projects are aligned with Plan International's Global Strategy, Country Strategy, child rights programming, gender equality, and inclusion commitments.
  • Drive programme innovation, integration, scale, and impact to deliver sustainable change for children and young people, particularly girls and those most excluded.

2. Programme Quality, Impact and MERL

  • Ensure the design and delivery of high-quality, gender-transformative, evidence-based programmes that achieve measurable outcomes and impact.
  • Lead Monitoring, Evaluation, Research, Learning and Accountability (MERLA) systems to strengthen programme effectiveness and organizational learning.
  • Promote adaptive management, evidence-based decision-making, and a culture of learning, accountability, and continuous improvement.
  • Ensure compliance with Plan International's Programme Quality, Safeguarding, and MERL standards.

3. Partnership and Localization

  • Lead the development and management of strategic partnerships with government, civil society organizations, youth-led organizations, donors, UN agencies, private sector, and academic institutions.
  • Advance Plan International Timor-Leste's localization agenda by strengthening local partner capacity, leadership, and partner-led delivery approaches.
  • Ensure meaningful participation and leadership of children, young people, especially girls and young women, in programme and influencing processes.

4. Influencing and External Engagement

  • Lead influencing and advocacy strategies that advance children's rights, girls' rights, gender equality, and inclusion.
  • Position Plan International Timor-Leste as a trusted partner and thought leader in relevant sectoral and policy platforms.
  • Represent the organization at national, regional, and global forums, networks, and stakeholder engagements.

5. Resource Mobilization and Portfolio Growth

  • Lead resource mobilization and business development efforts to secure sustainable funding and portfolio growth.
  • Strengthen strategic engagement with donors, National Offices, UN agencies, and development partners.
  • Ensure high-quality concept notes, proposals, donor reporting, and grant management.

6. People, Culture and Organizational Leadership

  • Lead, inspire, and develop a high-performing Programme, Partnership and Impact team.
  • Foster a culture of collaboration, accountability, safeguarding, inclusion, innovation, and continuous learning.
  • Contribute to strategic planning, organizational performance, risk management, and decision-making as a member of the Country Management Team.

7. Financial, Risk and Compliance

  • Ensure effective of programme resources, budgets, and donor-funded investments.
  • Oversee programme risk management, compliance, safeguarding, and internal control.
  • Ensure adherence to Plan International policies, standards, sponsorship commitments, and donor requirements.

8. Others

  • Ensuring that Plan International's global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International's Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical Expertise, Skills and Knowledge

Essential

  • Master's Degree in international development, social work, international relations.
  • At least 7 years of relevant experience especially in the INGO Sector in program and influencing.
  • Knowledge, understanding and experiencing of the different donors (bilateral, multilaterals) as well as fundraising landscape and interest in Timor-Leste.
  • Proven experience and ability to collaborate with different donors, governments, CSOs and the private sector. Demonstrable at influencing stakeholders and consensus building
  • Demonstrable working experience in programme design, implementation and evaluation, resource mobilization experience in Plan International's areas of programming preferred.
  • Knowledge of developmental agendas in complex and protracted development and humanitarian landscape.
  • Experience in funding within this context would be an added advantage.
  • Ability to communicate effectively and authoritatively on area of expertise, and influence others to reach common goals.
  • Experience in leading team, coaching and mentoring, especially managing a large team.
