Role Purpose
The position of Country Finance Manager leads the implementation of Plan International's financial policies, standards, systems, and procedures, while driving continuous improvement in financial management practices, accountability, and compliance across the organization.
In support of Plan International's localization agenda, the Country Finance Manager provides strategic oversight of partner financial management, including partner assessments, budgeting, fund disbursement, financial monitoring, liquidation, and compliance. The role ensures that partner financial reports, advances, expenditures, and liquidations are managed in accordance with Plan International policies, donor requirements, and applicable regulations, while strengthening partner financial capacity and promoting transparency, accountability, and effective use of resources.
Key Responsibilities
- Provide strategic financial leadership and advice to the Country Management Team to support informed decision-making and organizational performance.
- Lead financial sustainability initiatives and recommend actions to strengthen financial health and long-term viability.
- Support business development and resource mobilization efforts through quality proposal budgets, financial analysis, and donor compliance reviews.
- Provide scenario planning, financial modelling, and trend analysis to support strategic and operational planning.
- Promote a culture of accountability, transparency, value for money, and continuous improvement.
Financial Sustainability and Cost Recovery
- Lead and monitor Country KPI and Pamoja initiatives, including cost ratio, cost recovery, apportioned cost, and unrestricted funding performance.
- Ensure that all grants and projects are budgeted in accordance with approved cost recovery methodologies.
- Monitor cost recovery achievements and provide monthly analysis and recommendations to CMT.
- Review funding portfolio performance and identify financial opportunities and risks.
- Support management in identifying and implementing efficiency improvements and cost optimization measures.
Country Budget Oversight and Reporting
- Lead annual budgeting, forecasting, and reforecasting processes in compliance with organizational requirements and timelines.
- Oversee country, grant, sponsorship, and partner budgets to ensure effective utilization of resources.
- Ensure timely and accurate financial reporting, budget monitoring, and variance analysis to support management decision-making.
- Ensure compliance with donor and organizational budgeting and reporting requirements.
- Present budget performance, financial risks, and key trends to the Country Management Team regularly.
Finance Operation Management
- Oversee financial operations, ensuring compliance with organizational policies, donor requirements, and accounting standards.
- Strengthening internal controls and financial governance to safeguard organizational resources.
- Identify, assess, and mitigate financial risks through effective monitoring and corrective actions.
- Lead audit management processes and ensure timely implementation of audit recommendations.
- Ensure accurate financial records, reporting, and document retention practices.
- Monitor compliance with anti-fraud and anti-corruption requirements and support investigations when necessary.
- Provide regular financial risk, compliance, and audit updates to the Country Management Team.
Corporate Systems (SAP, Power BI, SAP BI and BPC)
- Serve as the focal point for SAP, Power BI, BPC, and other corporate financial systems.
- Ensure data integrity, accuracy, and effective use of corporate systems across the Country Office.
- Lead the implementation of system enhancements, digital initiatives, and process improvements.
- Support data-driven decision-making through quality financial reporting and business intelligence tools.
- Coordinate with Regional, Global, and ICT teams to address system issues and ensure business continuity.
Leadership and Staff Management
- Provide leadership and direction to maintain a high-performing, motivated, and accountable finance team.
- Coach, mentor, and develop staff to strengthen technical and leadership capabilities.
- Ensure clear objectives, performance management, and continuous learning opportunities for team members.
- Promote collaboration, accountability, innovation, and continuous improvement across the organization.
- Support succession planning and talent development to strengthen organizational capacity.
- Model Plan International's values, safeguarding commitments, and culture of integrity and inclusion.
Policies, Procedures, Processes and Applications Support
- Ensure compliance with Plan International's financial policies, procedures, donor requirements, and statutory regulations.
- Lead the implementation of global finance standards, policies, systems, and process improvements within the Country Office.
- Strengthen financial controls, processes, and ways of working to improve efficiency, accountability, and compliance.
- Ensure effective implementation of cost allocation, apportionment, and shared cost methodologies.
- Build the capacity of staff and partners on financial policies, procedures, systems, and donor requirements.
- Support the rollout and adoption of corporate systems, applications, and digital finance initiatives.
- Provide technical guidance on financial compliance, internal controls, and donor requirements.
- Contribute to the development and continuous improvement of country finance policies.
Other Responsibilities
- Coordinate actions arising from SCYP, PSHEA, audit findings, and compliance reviews relevant to the Finance Department.
- Promote safeguarding, gender equality, inclusion, and ethical conduct within the finance team.
- Ensure compliance with Plan International policies, procedures, and Code of Conduct requirements.
- Participate in organizational initiatives, change management, and continuous improvement activities.
- Represent the Finance Department in relevant meetings, audits, and organizational forums as required.
- Perform other duties reasonably assigned by the Operations Manager consistent with the role's responsibilities.
- Ensures that Plan International's global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.
Qualifications
Essential:
- Master's Degree in international development, social work, international relations.
- At least 7 years of relevant experience especially in the INGO Sector in program and influencing.
- Knowledge, understanding and experiencing of the different donors (bilateral, multilaterals) as well as fundraising landscape and interest in Timor-Leste.
- Proven experience and ability to collaborate with different donors, governments, CSOs and the private sector. Demonstrable at influencing stakeholders and consensus building.
- Demonstrable working experience in programme design, implementation and evaluation, resource mobilization experience in international development and humanitarian programs preferred.
- Knowledge of developmental agendas in complex and protracted development and humanitarian landscape.
- Experience in funding within this context would be an added advantage.
- Ability to communicate effectively and authoritatively on area of expertise, and influence others to reach common goals.
- Experience in leading team, coaching and mentoring, especially managing a large team.
- Excellent written and verbal communication skills in English.
