The Manager – Health, OD will support the capacity of the INSP-TL to deliver two key professional development packages for municipal and health facility staff – the Integrated Suite of Development Programs (ISDP) and the Integrated Primary Heath Care (PHC) Continuing Professional Development (CPD) approach.
- The ISDP is a suite of cascading, inter-related, integrated, action-learning leadership and management development programs for Ministry of Health (MoH), municipal and facility staff that aims to ensure that at each level, leaders and managers from any professional background share the same knowledge, the same models, and the same understanding to lead and drive sustainable system change.
- The Integrated PHC CPD approach aims to build the managerial, clinical and system readiness of Community Health Centres and Family Health Posts to provide quality facility, outreach services and accountability processes as per the Essential Services Package including a people-centred culture and PHC clinical, outreach and community and social behaviour change support of excellence.
Working closely with an international adviser, this position will assist INS to develop, deliver and monitor the programs and ensure that gender equality and disability inclusiveness, and nutrition, sanitation and hygiene are mainstreamed in these activities.
The strategic intent of PHD Health Sector is to strengthen the Timor-Leste PHC system to deliver a high quality and equitable Essential Services Package (ESP) (including family planning, sexual and reproductive health, nutrition, and hygiene and sanitation). PHD will roll out their program in targeted municipalities initially, adapting a locally led approach to apply the national reforms that aim to strengthen the enabling systems so that skilled health managers and healthcare providers can manage and deliver higher quality, inclusive and accountable PHC services to the population (including women, men, adolescents, people with disability, and the poor/vulnerable).
What’s Involved
Program Management
- Develop annual work plan and budget (together with the Organizational Development Adviser) for the organizational development component activities of the primary healthcare system strengthening program.
- Manage the implementation, monitoring and reporting of the annual work plan and budget.
- Support the Adviser – Organisational Development and INSP-TL in facilitating INSPTL’s development and operationalisation of key institutional strengthening documents such as:
i. The Organizational Development Strategy (Maturity Matrix).
ii. The Training Strategy
iii. The Quality Assurance Framework for in-service training and development
- Provide supportive mentoring to the leadership of INSP-TL with a focus on organizational development, including strengthening partnership coordination for training delivery.
- Facilitate the organisation and implementation of program governance mechanisms for both the clinical and non-clinical in-services training and the family medicine programs.
Capacity Development Programs
- Facilitate the provision of relevant technical support and oversight to the development and delivery of integrated in-service training for primary health care (both clinical and non-clinical) at targeted municipalities in collaboration with a grantee.
- Work collaboratively with the grantee and INSP-TL to ensure the integrated in-service training for primary health care is quality-assured and accredited.
- Support the INSP-TL in facilitating and coordinating the reactivation of the Postgraduate Diploma in Family Medicine (PGD-FM) course through UNTL
Other
- Ensure gender equality and disability inclusiveness, nutrition and hygiene are both emphasized and mainstreamed in supported activities.
- Contribute to the health sector annual work plan development process, and regular reporting requirements.
- Maintain strong linkages with the other PHD sectoral areas and facilitate integrated programming in order to achieve the overall objectives of the PHD program.

About You
We are seeking an individual who will bring:
- Degree in Organisational Development, Human Resources, Health Management or equivalent.
- Substantial professional experience in health sector organisational development, human resources or management experience in Timor-Leste.
- Experience in developing, organising, delivering and monitoring health sector training programs, ideally (but not critically) in areas of leadership/management, PHC and with an action learning approach.
- Exceptional interpersonal skills and proven experience in developing and maintaining relationships with senior partner government officials, donor representatives and other key stakeholders.
- Sound writing skills including the preparation of reports, briefs and policy analysis for a government and key stakeholder audiences.
