The Manager - Disability will lead, coordinate, and manage all PHD disability-targeted work streams in line with approved strategies. This role involves matrix management of disability coordinators in collaboration with sector leads and the GEDSI Lead, ensuring effective delivery without direct reporting responsibilities.
The Manager - Disability will work closely with the Australian Embassy, sector stakeholders, and partners to deliver on identified disability inclusion priorities. Key responsibilities include delivering the Organisation of People with Disability (OPD) strengthening plan, supporting the development and implementation of Monitoring and Evaluation (M&E) system for OPD, and supporting strategic oversight of disability mainstreaming.
The position will lead efforts in OPD/ Disability Service Providers (DSP) program management, ensuring that all activities are carried out to a high standard and in alignment with agreed strategies and plans. This role also plays a fundamental part in assuring that adaptive management approaches are used, integrating government systems, and incorporating quality M&E approaches in all sector work related to disability.
Program Delivery and Management
- Delivering PHD Disability-Targeted Work Stream: Lead the implementation and management of disability-focused initiatives within PHD, ensuring alignment with approved strategies.
- OPD/DSP Program Management: Manage OPD/DSP programs, ensuring they are executed to a high standard and in accordance with agreed strategies and plans.
- Deliver OPD Strengthening Plan: Develop and execute the OPD strengthening plan, ensuring it meets strategic objectives and supports organizational goals.
Monitoring, Evaluation, and Learning (MEL)
- Support the OPD to develop their strategies and M&E Frameworks and support the implementation of these frameworks.
- Ensure that OPD provides milestone and outcome focus information in their regular progress reporting.
- Actively support the implementation of PHD Digital Monitoring, Evaluation and Learning (D-MEL) system.
- Support disability related research or evaluations as required.
Coordination and Strategic Oversight
- Matrix Management of Disability Coordinators: Coordinate with sector leads and the GEDSI lead to manage disability coordinators, ensuring their work aligns with overall program goals without direct reporting responsibilities.
- Support Strategic Oversight of Disability Mainstreaming: Provide strategic guidance and oversight to integrate disability inclusion across all program areas, ensuring alignment with broader organizational goals.
Other
- Perform other duties related to the GEDSI strategies and activities, as required.
About You
We are seeking an individual who will bring:
- A graduate qualification in a related field and/or supported by highly relevant experience in the disability sector in Timor-Leste.
- Ten or more years of relevant professional experience in the disability sector, preferably in the context of the Government of Timor-Leste (GoTL).
- Good understanding of relevant GoTL legislation and regulations, particularly those related to disability inclusive services.
- At least five years of experience in performing administrative, finance, planning and budgeting roles.
- Proven proactivity and ability to respond to a high workload in a fast-paced environment.
- Experience in developing MEL frameworks and managing MEL process with an international organization.
- Exceptional interpersonal skills with ability to work at different levels of hierarchy, including at a senior level with government officials, and with a diverse range of stakeholders (national and international).
- Proficiency in Tetum and English language is required.
