Consultant - Hospital Services Strategic Plan

  • Do you have senior management and strategic planning experience in hospital or secondary and tertiary care management settings?
  • Work closely with the Timor-Leste Directorate General for Hospital Services to develop a five-year strategic plan for hospital services in Timor-Leste.
  • Short term contract, up to 3 months commencing March/April 2024. Inputs based in Dili, Timor-Leste. Category D, Level 4 under DFATs ARF.

About the Program

The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to invest in improved wellbeing for Timor-Leste’s people. PHD aims to deliver lasting impact on the program goal: ‘People in Timor-Leste are healthier, better-educated and better able to contribute to Timor-Leste’s development.’ Through PHD, Australia supports the Government of Timor-Leste (GoTL) to deliver higher quality and inclusive services in primary healthcare, basic education and social protection.

The Health program is aligned with the priorities set within the Ministry of Health (MoH) National Health Sector Strategic Plan (NHSSP) 2020-2030 and the relevant objective under the Strategic Development Goals. The program aims to strengthen the system for the delivery of primary healthcare services as stipulated under the Essential Services Package for Primary Healthcare services (ESP-PHC), including a focus on nutrition, hygiene, and sanitation.

About the Opportunity

The Consultant – Hospital Services Strategic Plan will work with the Directorate General for Hospital Services, and in coordination with the PHD Health team to develop a five-year (2024-2028) strategic plan for Hospital services in Timor. The development of the strategic plan will include desk review of the relevant health policies and documents from the MoH and consultation with stakeholders in the Ministry of Health, and relevant government institutions (e.g INFPM, INSP-TL) and Development Partners (DFAT, USAID WHO and other relevant technical implementing partners).

Key responsibilities will include:

  • Conducting desk review of relevant literature to inform the development of the Strategic Plan scope, framework and the workplan to be presented to the Directorate General for Hospital Services and PHD; 
  • Consult relevant key stakeholders, Government and non-government to identify critical gaps, conduct SWOT analysis and identify strategic opportunities with stakeholders through interviews, meetings and workshop or other means of information gathering; 
  • Complete the first draft document and present it to the Directorate General for Hospital Services and relevant partners for feedback and comments;
  • Revise the Strategic Plan based on feedback and comments from the Ministry of Health and key stakeholders; and 
  • Finalise and submit the Strategic Plan, including the high-level result framework and the Implementation Plan.

About You 

We are seeking an individual who will bring: 

  • A postgraduate qualification in a clinical health field and or Health Policy and Management 
  • Significant senior professional and management experience in public hospital or secondary and tertiary care management settings, preferably in developing country contexts.
  • Proven health sector experience in the Asia Pacific region (including Timor-Leste) is desirable. 
  • Demonstrated senior management experience in the public sector, including leading the development of strategic plans, policies and guidelines for secondary and tertiary care. 
  • Demonstrated high level stakeholder engagement and consultation experience, and coordination skills.
  • Excellent written English language skills, including strategic writing skills.
  • Tetum and / or Portuguese language skills are desirable.
  • Commitment to incorporating priorities of gender equality, disability and social inclusion into all aspects of engagement and strategy development.
