Adviser – Health, Public Financial Management

The Adviser – Public Financial Management, Health will support the revision and operationalization of essential guidelines and/or standard operating procedures for PFM within the Ministry of Health (MoH) including capacity building of health managers and relevant officers in Dili, Ermera, and RAEOA. A component of this role includes supporting the MoH’s National Directorate of Budget and Financial Management (DNOGF) in conducting regular health sector budget analysis to support improved quality of spending and inform the development of annual action plans at both national and municipal levels.

The Adviser – Public Financial Management, Health will perform the following:

Ministry of Health (MoH) – the National Directorate of Budget and Financial Management (Ministerio da Saude – Direcao Nacional de Orcamento e Gestao Financeira – MS – DNOGF) and Health Financing Unit (HFU)

  • Review and adapt the MoH’s Financial Management Manual in line with GoTL PFM systems, including relevant SoPs and terms of reference for Finance Officers; followed by harmonising its implementation across Municipal Health Services through training (with an initial focus in Dili, Ermera and RAEOA).
  • Facilitate the delivery of existing PFM competency-based training (through the Ministry of Finance) and mentoring initiatives to relevant MoH staff at national and municipal/regional levels (in Dili, Ermera and RAEOA) including generic competencies such as numeracy, MS Excel literacy as required.
  • In collaboration with PHD Municipal Budget and Financial Management Adviser, support the MS-DNOGF to develop tools for monitoring and tracking of quarterly budget disbursement, execution, and reporting in Dili, Ermera and RAEOA; in line with MoH Health Financing indicators for Primary Health Care.
  • Support the MS-DNOGF in its effort to improve fund flow and minimise cash-based transactions by preparing the relevant pre-requisites for the establishment of bank accounts for Community Health Centers. 
  • Advise on and support the design activities for a new stream of incentive / performance-based financing to municipal health managers. 

PHD

  • Work with PHD Municipal Budget and Financial Management Adviser to provide inputs to PHD’s Annual work plans and reporting. 
  • Perform any other relevant tasks, as directed by PHD Sector Lead – Health and/or the National Director of Budget and Financial Management, Ministry of Health.

About You 

We are seeking an individual who will bring: 

  • A graduate qualification in related field and/or supported by highlight relevant experience in the public financial management sector in Timor Leste.
  • Ten or more years of relevant experience developing and managing disbursement, payments, and financial reporting, preferably in the context of the Government of Timor-Leste (GoTL). Previous engagement with MoH or MoF in Timor Leste is desirable.  
  • Above-average Excel or database management capabilities to understand and manage large volumes of data.
  • Good understanding of relevant GoTL policies, particularly those related to public financial management.
  • At least five years of experience in performing capacity development and advisory support in administrative, finance, planning, and budgeting roles.
  • Proven proactivity and ability to respond to a high workload in a fast-paced environment.
  • Exceptional interpersonal skills with the ability to work at different levels of hierarchy, including at a senior level with government officials, and with a diverse range of stakeholders.
  • Proficiency in Tetum and English language is required (Portuguese is a major advantage).
