Program Background
DT Global supports the implementation of PARTISIPA on behalf of the Australian Government. The Partnership to Strengthen Village Development and Municipal Administration (PARTISIPA) is an Australian Government funded program which supports the Government of Timor-Leste (GoTL) through the following components:
- Decentralisation
- Municipal level support
- Rural water
- Sub-national roads
- Sectoral coordination
The Role
The Team Leader is responsible for managing and implementing the technical aspects of PARTISIPA, in close coordination with DT Global and the Australian Embassy in Dili. Key responsibilities include:
- Provide overall leadership to the program implementation team of over 130 staff
- Strategically engage and maintain close relationships with relevant GoTL ministries
- Manage program risk and lead on program strategies
- Ensure a healthy and inclusive program culture for project staff
- Maintain the program's relationship with DFAT
About You
This role requires demonstrated experience, proven capability and exceptional demonstrated performance as a Team Leader, with the following profile:
- Advanced tertiary qualifications in international development, public policy or a relevant discipline
- Experience in managing and implementing a long-term, complex, international development program in a developing country context
- Demonstrated experience in the Governance sector would be an advantage
- An ability to build productive and sustainable working partnerships with a variety of stakeholders
- Experience in leading a large team (of over 100 staff) of varying levels and abilities
- Experience in programming and building capacity at both the program level and government level
- Excellent corporate management abilities
- Highly developed interpersonal and cross-cultural skills
- Demonstrated understanding of Australian aid policies
