Program Background

The Partnership to Strengthen Village Development and Municipal Administration (PARTISIPA) is a 10-year Australian Government investment (2021-2031) that supports the Government of Timor-Leste to improve access and quality of basic infrastructure and services at the subnational (municipal, administrative post and suco / village) level. PARTISIPA works together with Government of Timor-Leste partners through government systems, and in-line with government policies and priorities.

The overall program goals are:

  • To strengthen government institutions to deliver quality services that are accessible to all;
  • To support the resilience of communities through broad-based participation, economic opportunity, and improved village infrastructure

The Role

The objectives of this role are to:

  • Update all sections of the MOP standard specification to align with current international/regional standards and integrate the climate resilience wherever possible, including emerging road technologies suitable for Timor-Leste.
  • Identify and eliminate ambiguities, inconsistencies and contradictions; refine language to be technically precise and understandable by its users.
  • Incorporate adaptable clauses for evolving practices
  • Validate proposed revisions through a structured review process involving the technical working group collaboration and secure a formal DGEPPCC approval for adoption.

Required Qualifications

  • Undergraduate degree in environmental sciences, anthropology, community development, or other relevant fields.
  • 3+ years of environmental safeguards experience on development-partner supported infrastructure projects or equivalent.
  • Demonstrated understanding of the policy and legal frameworks in Timor-Leste in relation to local environmental and lands legislation, or demonstrated capacity to quickly gain such understanding.
  • Proven ability to guide, coach and mentor in counterparts
  • Ability to be flexible, responsive to requests, motivated, ability to prioritise in a busy work environment
  • Demonstrated understanding and commitment to Gender Equality and disability and social inclusion.
  • Demonstrated high-level experience in cross cultural relationships management with a diverse range of government, and community stakeholders.
  • Written and spoken proficiency in Tetum and good level understanding of English including demonstrated ability to communicate complex concepts in simple ways
  • Ability to travel frequently to the field
